Save 170,000 KRW Annually with Altteul Transportation Card... 130,000 More Users in One Year
Monthly Savings of 14,172 Won... Mileage Benefits of 9,419 Won and Card Discounts of 4,753 Won
Users Increased 77% from 160,000 in 2020 to 290,000 in 2021, Satisfaction Rate at 90.9%
Using the Altteul Transportation Card can save approximately 14,000 KRW per month and about 170,000 KRW annually, according to an analysis.
On the 10th, the Ministry of Land, Infrastructure and Transport's Metropolitan Area Wide-area Transportation Committee and the Korea Transportation Safety Authority analyzed the 2021 usage performance of the Altteul Transportation Card project. The results showed that users of the Altteul Transportation Card, which was adopted by all 17 provinces nationwide last year, saved an average of 170,064 KRW annually (14,172 KRW per month), reducing their annual public transportation expenses by 22.8%. This is due to mileage rewards proportional to walking and bicycle travel distances when using public transportation (20%, funded by public resources) and additional discounts (about 10%) provided by card companies, offering benefits that can reduce public transportation costs by up to 30%.
The number of Altteul Transportation Card users increased significantly from 164,000 in December 2020 to 290,000 in December 2021.
Additionally, users utilized public transportation an average of 38.9 times per month last year, spending 62,226 KRW on fares. They received benefits of 14,172 KRW per month (9,419 KRW from mileage accumulation and 4,753 KRW from card discounts), reducing their annual transportation expenses by 22.8%. This is an improvement compared to 2020, when users received 12,862 KRW in monthly benefits (8,420 KRW mileage, 4,442 KRW card discount), reducing public transportation costs by 20.2%.
The user who maximized transportation cost savings (in terms of amount) was an office worker, Mr. A, residing in the metropolitan area and commuting to Seoul, who saved 417,660 KRW annually. Notably, low-income groups (below 50% of the median income), who receive additional mileage, saved an average of 15,571 KRW per month (11,776 KRW mileage, 3,795 KRW card discount), reducing their public transportation expenses by 28.1%, significantly easing their transportation cost burden.
The age distribution of users showed that young people in their 20s (44.3%) and 30s (31.6%), who have high dependence on public transportation, still accounted for a strong 75.9% of users. The proportions of users in their 40s (11.9%), 50s (8.6%), and 60s and above (3.5%) also increased compared to previous years, indicating a more diverse age range of users.
By gender, female participation was higher at 73.1% compared to males at 26.9%. By occupation, office workers (69.7%) and students (15.2%) were the main users, showing continued popularity among young office workers and women.
Regionally, users in Seoul, where public transportation conditions are favorable, had the highest usage frequency (40.5 times per month), while residents in Gyeonggi Province accumulated the highest average monthly mileage of 10,302 KRW, making the most economical use of the card.
The average distance users traveled on foot or by bicycle to access public transportation was analyzed to be 1,050 meters. Specifically, users traveled 489 meters from their starting point to the public transportation boarding point and 561 meters from the alighting point to their destination.
A satisfaction survey conducted with 39,399 users showed that 90.9% were satisfied or more (55.6% very satisfied, 35.3% somewhat satisfied), indicating very high approval of the project.
Among survey respondents, 94.4% said the Altteul Transportation Card was effective in reducing transportation costs, with 57.6% stating it was very effective. Furthermore, 14% reported an increase in public transportation usage after using the card (from 27.5 times to 31.4 times per month).

When the socioeconomic benefits generated by walking or bicycle use are converted into monetary value, they amount to a total of 78.3 billion KRW annually, with benefits approximately 4.4 times greater than the costs (mileage costs of 17.6 billion KRW).
