Incheon Port Slow-Speed Vessel Fee Reduction... Up to 40% During Fine Dust Seasonal Management Period
[Asia Economy Reporter Park Hyesook] Incheon Port Authority announced on the 7th that it will continue the 'Vessel Slow Steaming Program' this year to reduce fine dust generated from ships.
Implemented since December 2019, this program provides incentives to vessels that reduce their operating speed before entering Incheon Port.
If a vessel lowers its speed to 10-12 knots starting from 20 nautical miles before entering Incheon Port, it receives a discount on port entry and exit fees. The program targets foreign vessels over 3,000 tons among four ship types: container ships, car carriers, LNG carriers, and semi-container ships.
Especially during the fine dust seasonal management period, vessels participating in the slow steaming program receive an additional 10% discount on top of the existing reduction rate.
Accordingly, during the seasonal management months of January to March and December, container ships and car carriers will have their discount rate increased from 30% to 40%, while other ship types will see an increase from 15% to 25%.
However, the discount applies only if the vessel participates in the program for at least 60% of its total annual entries to Incheon Port, and eligibility is verified based on vessel location information through AIS (Automatic Identification System).
Incheon Port designates a slow steaming zone within a 20-nautical-mile radius from landmarks such as the Palmido Lighthouse.

To participate in slow steaming, vessels must operate below the recommended speed from the start point of the slow steaming zone until reaching the destination point. The recommended speed is set at 12 knots for container ships and car carriers, and 10 knots for other vessels.
