“Gwangjin-gu Ttaenggyeoyo” is a delivery app service operated in cooperation with Shinhan Bank to lower the burden of high advertising fees and brokerage commissions of private delivery apps.
In 2020, Gwangjin-gu attempted to develop and launch “Gwangjin Narumi,” the first public delivery app among Seoul’s autonomous districts, but canceled the plan to join the Seoul Metropolitan Government’s public-private partnership-based “Zero Delivery Union.” However, as the demand for delivery apps greatly increased due to the prolonged COVID-19 pandemic, the district reconsidered the public delivery app project that could satisfy both franchise stores and users.
Upon hearing that Shinhan Bank would develop a delivery app with brokerage commissions lowered to 2% and provide specialized financial services for small business owners and riders, Gwangjin-gu proposed to cooperate with Shinhan Bank for the first time nationwide to promote the project, leading to the creation of “Gwangjin-gu Ttaenggyeoyo.”
Through this, Gwangjin-gu has drastically reduced the system construction and maintenance costs associated with delivery app development, enabling more benefits to be provided to franchise stores and users.
“Gwangjin-gu Ttaenggyeoyo” does not charge franchise stores entrance fees or advertising costs, and applies the industry’s lowest brokerage commission rate of 2%. It also enables fast settlement with same-day deposits and offers specialized loan product support services for franchise stores and riders. To eliminate concerns about star ratings, satisfaction reviews are used to reflect preferences, and a separate sharing support fund of 300,000 KRW is provided.
Consumers can purchase and use “Gwangjin Ttaenggyeoyo Gift Certificates,” issued from early February, with a constant 15% discount, and receive 5,000 KRW discount coupons upon new registration and after the first and subsequent orders.
Additionally, up to 1.5% of the payment amount can be accumulated as points, and differentiated benefits such as coupon issuance for membership upgrades or birthdays are provided. Various other benefits include awarding 100 points for photo reviews and 300 points for video reviews, up to three times.
At 10:30 a.m. on the 14th, a cooperation agreement will be signed at Shinhan Bank headquarters to establish a public-private partnership network for operating the “Gwangjin-type Public Delivery App” with Shinhan Bank.
At the same time, a launch ceremony will be held at Konkuk University Rodeo Street. The ceremony features 22 riders symbolizing the year 2022 providing free delivery services, delivering food from Konkuk University Rodeo Street to the Gwangjin Senior Welfare Center for the elderly. This scene will be broadcast live simultaneously with the main event at Shinhan Bank headquarters.
The “Ttaenggyeoyo” riders will cross 20 km along Neungdong-ro to deliver free meals such as galbitang (beef short rib soup), seolleongtang (ox bone soup), and gamjatang (pork bone soup) to the welfare center’s elderly, and will deliver sandwiches and cookies favored by children to Saenal Regional Children’s Center.

Kim Seon-gap, Mayor of Gwangjin-gu, said, “Due to COVID-19, non-face-to-face consumption culture and the increase of single-person households and dual-income families have activated the delivery culture using delivery apps,” adding, “I hope ‘Ttaenggyeoyo,’ a structure where small business owners and users coexist, will settle early in the market and become a successful case of cooperation between local governments and financial institutions, which is the first attempt in delivery apps.” He continued, “Although these are difficult times for everyone, we will continuously seek ways to coexist and overcome together.”
