[Asia Economy Reporter Park Byung-hee] The 50-minute phone call on the 30th (local time) between U.S. President Joe Biden and Russian President Vladimir Putin to resolve the tense Ukraine issue was held. CNN evaluated the call as meaningful in that it confirmed the two leaders' intention to continue direct dialogue, although no major breakthrough was made.
The call between Biden and President Putin began at 3:35 p.m. Washington time and 11:35 p.m. Moscow time. The two leaders appeared to reaffirm their respective countries' existing positions during the call.
White House Press Secretary Jen Psaki stated in a press release that President Biden demanded that President Putin ease tensions in Ukraine. Russia currently has about 100,000 troops stationed at the Ukrainian border, and the U.S. believes there is a possibility of a Russian invasion of Ukraine early next year.
Psaki emphasized that Biden clearly warned that the U.S. and its allies would respond firmly if Russia invades Ukraine.
In response to Biden's strong sanctions warning, President Putin indicated that Russia would counter with strong sanctions that could sever relations between Russia and the West, according to Yuri Ushakov, Russia's presidential advisor on international affairs (chief diplomat). He said, "Western sanctions would be a tremendous mistake that could lead to the most serious consequences," adding, "Various goals that the U.S. seeks to pursue with Russia, such as arms reduction, cybersecurity, and climate change, could be at risk."
However, both sides attached significance to the dialogue itself. Advisor Ushakov said, "President Putin, who first proposed the summit call, expressed satisfaction with the outcome of the call with President Biden." He added, "Today's conversation between the two leaders was good, constructive, and candid," and "It seems to have laid a not bad, actually excellent foundation as the start of negotiations." A senior U.S. official also evaluated the call as "serious and substantive."
Although there were no immediate results from the call, it created room for meaningful outcomes through future discussions. The call, which took place 23 days after the two leaders' video summit on the 7th, suggests that ongoing talks could be arranged within a shorter period.
Advisor Ushakov emphasized that the first round of U.S.-Russia security guarantee talks and Russia-NATO negotiations will continue in early next month, and that the two leaders agreed to communicate frequently and monitor the summit situation directly during the talks.
The U.S. and Russia plan to hold consecutive meetings next month to discuss the Ukraine issue. On the 10th of next month, the first round of security guarantee talks involving representatives from the foreign and defense ministries of both countries will be held in Geneva, Switzerland, followed by Russia-NATO talks on the 12th and Russia-European Security and Cooperation Organization (OSCE) talks on the 13th. The OSCE is a pan-European security consultative body encompassing NATO member states, former Soviet countries, and all European nations.
