Gyeonggi-do to Enforce Ordinance Blocking Private School Staff Hiring Corruption Starting January Next Year
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Starting next year, the Gyeonggi Provincial Office of Education will be entrusted with managing the entire process of hiring staff for private schools within Gyeonggi Province. Accordingly, it is expected that the hiring corruption issues that have been controversial in private schools will significantly decrease.
On the 30th, Gyeonggi Province announced that it will prepare and officially implement the "Fair Hiring Support Ordinance," which includes administrative and financial support for hiring staff at private schools starting next year. The related ordinance will be promulgated on January 6th next year.
The province expects that the fairness will increase as 11 private schools in the province, which are scheduled to hire staff next year, will entrust the hiring process to the Gyeonggi Provincial Office of Education according to this ordinance.
This ordinance is stronger than the Private School Act revised on September 24th, which only entrusted the first written exam for private school teachers to the education office. It includes provisions to entrust the entire hiring process, including the 2nd and 3rd stages (such as interviews).
In particular, it is the first in the nation to stipulate public entrustment for the hiring of administrative staff conducted according to their own bylaws, which is expected to prevent personnel corruption and accounting fraud, and improve the quality of education through the selection of competitive talent.
To promote the participation of private schools in "fair hiring," the ordinance also includes ▲ the establishment and implementation of a basic plan for fair hiring of private school teachers and administrative staff ▲ the use of hiring fairness indicators in the evaluation of education cooperation support projects ▲ announcements of hiring procedures on websites, etc. ▲ administrative and financial support for private school corporations that entrust the entire hiring process of teachers and administrative staff.
The province plans to strengthen fairness and transparency in private schools by recommending amendments to the Private School Act to government ministries and the National Assembly in line with the "Fair Hiring Support Ordinance," and will strive for institutionalization through legislation.

Earlier, when hiring corruption issues arose in some private schools in Gyeonggi Province, the province signed the "Gyeonggi Province Private School Fair Hiring Promotion Business Agreement" with the Gyeonggi Provincial Office of Education and the Gyeonggi Provincial Council in March.
