Gyeonggi-do Strengthens Apartment Quality Inspections... Introduction of 'Pre-Construction Design Consultation'
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi Province will strengthen apartment quality inspections from next year to prevent poor construction and reduce construction costs.
On the 30th, Gyeonggi Province announced that it will establish a new 'Pre-construction Design Consultation' stage to check for issues from the design phase before construction begins, expanding the inspection process from the previous four stages to five stages.
The Pre-construction Design Consultation will be conducted within the initial 5% progress rate of apartment construction.
Before construction starts, the design drawings and quality management plans will be reviewed to minimize additional costs caused by design changes after construction begins, aiming to reduce construction costs and improve housing quality.
Until this year, Gyeonggi Province's apartment quality inspections were conducted in four stages: ▲During frame construction (around 25% progress) ▲Frame completion (50?65% progress) ▲Before use inspection (95?99% progress) ▲Post-inspection (within 3 months after completion).
The province plans to pilot the strengthened five-stage quality inspection early next year at sites of Gyeonggi Housing and Urban Corporation (GH) and private construction companies, gather opinions from cities, counties, and construction companies, and then prepare detailed implementation plans.
Gyeonggi Province's apartment quality inspection system targets multi-family housing complexes with 30 or more households, residential officetels with 500 or more units, and mixed-use buildings with 100 or more households, inspecting and consulting on the condition of common areas within the complex and individual units through construction experts' evaluations.
Started in 2007 as the first of its kind nationwide by Gyeonggi Province to minimize poor construction and defects, approximately 150 quality inspections are conducted annually on average.

As part of improving apartment quality inspections, the province plans to identify and disseminate best practices for improving residents' living inconveniences and produce and distribute a 'Progress Stage Inspection Handbook' that construction technicians can conveniently carry on-site.
