[Column] Taiwan's 'Diplomatic Rudeness' Controversy Reveals Reality of South Korea's 'Balanced Diplomacy'
[Asia Economy Reporter Lee Ji-eun] The Presidential Committee on the Fourth Industrial Revolution, under the direct control of the president, invited Audrey Tang, a minister-level official and Digital Minister without Portfolio of Taiwan's Executive Yuan, as a speaker but canceled her appearance on the day of the event, sparking controversy over a 'diplomatic faux pas.' Taiwan's Ministry of Foreign Affairs publicly expressed its protest and summoned Hong Soon-chang, the acting representative of the Korean Representative Office in Taipei.
The committee stated that the reason for the cancellation was the "cross-strait relations (China-Taiwan)." This is interpreted as a decision to cancel her attendance considering the Chinese government's backlash. China opposes Taiwanese government officials establishing official relations with foreign governments under its "One China" policy. Since these cross-strait relations have been ongoing for a long time, it raises suspicion whether the Fourth Industrial Revolution Committee had not anticipated the diplomatic repercussions of inviting her in the first place.
This controversy clearly reflects the reality of South Korea's balanced diplomacy amid the US-China conflict. So-called "Anmi Gyeongjung" (security with the US, economy with China) mode is actively practiced, balancing between the US and China, but cracks continue to appear here and there.
In particular, controversies surrounding Taiwan, which has become the frontline of the US-China dispute, have been ongoing. In April, a Korea-China foreign ministers' meeting was held in Xiamen, the closest city to Taiwan's territory, raising concerns. In May, when Taiwan was mentioned for the first time in a joint statement at the Korea-US summit, China's Ministry of Foreign Affairs warned, saying, "Do not play with fire."

So far, South Korea has precariously maintained balance without major incidents and has been able to gain practical benefits from both the US and China. However, it must be remembered that a misstep could cause it to fall off the tightrope at any time. As the US-China conflict becomes more overt, the possibility of being forced to choose sides cannot be ruled out. Although not yet, South Korea is likely to face a day sooner or later when it will be required to take a clear stance instead of the ambiguous position of "continuing to promote unofficial substantive exchanges (Ministry of Foreign Affairs)." It is worth reflecting on whether we are sufficiently prepared for that time.
