Starting Next Year, Annual Processing of 3600 Tons of Solar Panel Waste... Recycling Center to Fully Operate
Ministry of Industry Holds Completion Ceremony for Solar Panel Recycling Center in Jincheon, Chungbuk
[Sejong=Asia Economy Reporter Kwon Haeyoung] A facility capable of recycling 3,600 tons of solar photovoltaic (PV) waste modules annually will begin full-scale operation starting next year.
On the 21st, the Ministry of Trade, Industry and Energy held a completion ceremony for the Solar PV Recycling Center located in Jincheon, Chungbuk. The recycling center was jointly established by the Ministry, Chungbuk Province, and Jincheon County to proactively address the social and environmental issues arising from the increase in solar PV waste modules due to the expansion of solar power generation.
Due to the government's policy to expand solar power distribution, new installations have grown from 79 MW in 2011 to 4,126 MW in 2020. Consequently, the amount of waste modules generated is expected to increase to 5,779 tons by 2027. The recycling center is equipped with a full-cycle processing facility for 'waste module collection → separation and dismantling → recycling,' and after trial operations, it plans to recycle up to 3,600 tons of waste modules annually starting January next year.
Additionally, the government will introduce the Extended Producer Responsibility (EPR) system in 2023, which will impose recycling obligations on manufacturers and importers of waste modules, requiring payment of recycling fees if obligations are not met.

Choi Jin-hyuk, Director of Renewable Energy Policy at the Ministry of Trade, Industry and Energy, emphasized, "With the implementation of the Extended Producer Responsibility system, market entry by private companies will increase, revitalizing the waste module recycling market. We hope that alongside the development of the recycling industry, concerns and misunderstandings regarding the environmental issues of solar PV waste modules will naturally be resolved."
