Haenam County Council Completes Revision of Autonomous Regulations Following Personnel Authority Independence

View original image[Haenam=Asia Economy Honam Reporting Headquarters Reporter Kim Hyun] The Haenam County Council in Jeollanam-do (Chairman Kim Byung-deok) held the 3rd plenary session of the 316th regular meeting and deliberated and resolved a total of 26 autonomous regulations (proposed by the Chairman of the Council Operations Committee), including 14 ordinances such as the ‘Haenam County Council Local Public Officials Service Ordinance’ and 11 rules such as the ‘Haenam County Council Local Public Officials Personnel Rules’ in accordance with the full revision and enforcement of the Local Autonomy Act.
According to the county council on the 16th, with the full revision of the Local Autonomy Act coming into effect on January 13 next year, matters related to appointment, education, training, service, and discipline of public officials belonging to the Haenam County Council will be entrusted to the chairman of the Haenam County Council. Accordingly, essential autonomous regulations have been enacted and revised to ensure the independence and proper operation of personnel authority.
The Haenam County Council newly established five ordinances including the ‘Haenam County Council Local Public Officials Service Ordinance’ and eight rules including the ‘Haenam County Council Local Public Officials Personnel Rules,’ and abolished the ‘Haenam County Council Commendation Rules,’ which had become ineffective due to insufficient legal basis.
In addition, the ‘Partial Amendment Ordinance on the Haenam County Council Members’ Code of Ethics and Ethical Practice Standards’ was revised to newly establish matters related to members’ concurrent positions and to strengthen compliance with the code of ethics and ethical practice standards for members. The ‘Partial Amendment Ordinance on the Haenam County Council Committee Ordinance’ was revised to stipulate the operation of standing special committees and the establishment basis for the Ethics Special Committee and the Public Property Management Plan Special Committee, aiming to secure autonomy in council operations and strengthen accountability in legislative activities.
The ‘Partial Amendment Ordinance on the Establishment of the Haenam County Council Secretariat and Staff Quota’ newly established provisions on the affiliation and scope of duties of policy support officers who support members’ legislative activities, aiming to further enhance members’ legislative capabilities and increase the productivity of the council.
The ordinance on residents’ initiative for ordinances in Haenam County was newly enacted to guarantee and activate direct participation of residents in the enactment, amendment, and abolition of ordinances through the representative body of the county residents, the council, following the enactment of the law on residents’ initiative for ordinances.
In particular, the Haenam County Council Meeting Rules, which were established in accordance with the Ministry of the Interior’s guidelines at the opening of local councils in 1991 and have undergone 12 partial amendments, have been completely reorganized to align with various newly established principles and standards in amended laws and ordinance legislation over the 30 years of local autonomy.
Chairman Kim Byung-deok said, “With the enforcement of the fully revised Local Autonomy Act, the introduction of policy support officers to support members’ legislative activities and the independence of personnel authority for local councils are granted, but the functions and powers of the two institutions, the council and the executive branch, must operate solely for the realization of the happiness of the county residents.”
The ordinances and rules resolved on this day are scheduled to be enforced on January 13 next year, coinciding with the enforcement date of the fully revised Local Autonomy Act.
