Seoul Gangseo-gu to Implement 'Comprehensive Winter Measures' Until March 15 Next Year... Full Effort to Prepare for Winter Disasters Like Cold Waves and Heavy Snow and Prevent COVID-19 Spread... Detailed Plans Established and Executed in 5 Key Areas Closely Related to Residents' Lives
[Asia Economy Reporter Jong-il Park] Gangseo-gu, Seoul (Mayor Noh Hyun-song) announced that it will implement a comprehensive winter plan until March 15 next year to ensure that all residents can spend a safe and warm winter.
The plan aims to prevent various disasters and accidents such as cold waves, heavy snow, and fires that are likely to occur in winter, and to promptly resolve residents' inconveniences.
In particular, this winter, the focus will be not only on preparing for winter disaster situations but also on promoting phased daily recovery and preventing the spread of COVID-19.
To this end, the district has established and begun executing detailed plans in five areas closely related to residents' winter life: ▲health and environment ▲cold wave ▲snow removal ▲safety ▲livelihood stability.
First, in the health and environment sector, support for phased daily recovery and food safety will be prioritized. In response to the recent increase in COVID-19 cases, inspection teams have been formed to focus on multi-use facilities, entertainment venues, and bathhouses, while strengthening the promotion of quarantine guidelines. Additionally, COVID-19 response will be prioritized by expanding the home treatment management team and newly operating an emergency patient management team for stable home treatment management.
Along with this, to ensure safe food distribution, intensive hygiene inspections will be conducted on food service establishments to protect residents' health from winter food poisoning.
In the cold wave sector, the focus will be on establishing a cold wave situation management system and protecting and supporting vulnerable groups. Through the cold wave management TF team and 1,195 disaster helpers, a rapid situation dissemination system will be maintained during cold wave alerts, and 54 cold wave shelters will be operated to protect vulnerable residents from the cold.
In the snow removal sector, the operation of the snow removal countermeasures headquarters, establishment of an emergency duty system, and heavy snow traffic measures will be prioritized. The snow removal countermeasures headquarters will be organized to maintain a 24-hour emergency system and respond immediately according to heavy snow forecasts. In addition, snow removal equipment will be additionally secured and improved to enable prompt on-site action during heavy snow, and an organic cooperation system among civilian, government, military, and police will be established to implement thorough snow removal measures.
In the safety sector, strengthening fire prevention and managing the safety of major facilities will be prioritized. External experts and responsible officials will jointly conduct pre-inspections of construction sites and safety-vulnerable facilities, as well as intensive safety inspections of multi-use facilities and various welfare facilities.
In the livelihood stability sector, price stability management, cleaning measures, and energy saving will be prioritized. Through the operation of the winter price countermeasure situation room, continuous monitoring of price trends will be conducted, and intensive inspections of traditional markets and large marts in the area will be carried out to guide and crack down on unfair trade practices such as price collusion, aiming to stabilize the prices of daily necessities.
Furthermore, publicity will be strengthened on matters closely related to residents' lives, such as the disposal methods of kimchi-making waste, fallen leaves, and energy saving, to minimize residents' inconvenience during winter.
