National Forensic Service to Prevent 890 Billion Won in 'Intentional Traffic Accidents' with 'Intentionality Proof System'
Establishing a System to Prove Driver's Intentionality in Causing Accidents Through 3 Years of Research

On the 12th, the National Forensic Service under the Ministry of the Interior and Safety explained that through research and development on the behavioral characteristics of drivers who induce insurance fraud, they have established a system that can "scientifically prove the intent" of suspects, and its effectiveness in detecting numerous insurance fraud cases has been demonstrated.
Deliberate traffic accidents are increasingly becoming organized and sophisticated, with damages rising every year, reaching 898.6 billion KRW in detected amounts as of 2020. To prevent this, the government has enforced the Special Act on the Prevention of Insurance Fraud since 2016, strengthening punishment and investigation of insurance fraud activities.
The National Forensic Service formed a dedicated team to address this issue and began research and development three years ago. This year, they completed related research and system construction, currently scientifically proving drivers' intent. They recruited 105 volunteers to study behavioral characteristics such as drivers' gaze, steering, and braking responses in risky situations. This research was published in an international academic journal and is used as objective evidence to prove intent. Additionally, they are reinforcing proof of intent through building a database analyzing driver crime patterns such as crime types, locations, and times, profiling systems, Event Data Recorder (EDR) analysis, and driver behavior analysis simulations.
The National Forensic Service shares these forensic cases and research results with related academic societies and disseminates analysis techniques to the National Police Agency, Financial Supervisory Service, and General Insurance Association, which is expected to further enhance the prevention of deliberate traffic accidents.
Meanwhile, on December 2nd, the National Forensic Service received an Excellence Award at this year's Service Innovation Sharing Conference for Responsible Operating Agencies hosted by the Ministry of the Interior and Safety, through a case presentation titled "Deliberate Traffic Accidents That You Could Also Become a Victim Of, Solved by the National Forensic Service."
