On the 1st, Participation and Autonomy 21 issued a statement saying, "Controversy continues regarding Gwangju City's universal disaster relief fund payment," and "We have stated our position on the key issues raised in the controversy."
The group said, "The government has an obligation to protect the community from damages caused by unexpected disasters such as COVID-19," and "Whether it is the central government or local governments, disaster relief payments at the government level must be urgently made."
Regarding the controversy over the timing of the payment, they said, "Such suspicions have been amplified primarily because there has been a lack of bold and proactive responses in city policies to protect citizens' safety and lives from such special disasters," and "Nevertheless, we objectively believe that if the policy effect of stabilizing the livelihood of ordinary people and revitalizing the local economy is high, it should be implemented."
Meanwhile, the group stated, "It is natural that controversy arises over a project requiring more than 100 billion won in resources from the perspective of local governments with financial independence difficulties," and "We hope that Gwangju City takes this opportunity to carefully examine the reasons for such controversies and make greater efforts to prepare policies that improve citizens' lives."
