[Yang Nak-gyu's Defence Club] The Meaning of Permanent Deployment of US Forces in Korea
[Asia Economy Military Specialist Reporter Yang Nak-gyu, Reporter Lee Hyun-woo] The Joe Biden administration in the United States has decided to maintain the current level of U.S. Forces Korea (USFK) personnel. Additionally, the Apache attack helicopter unit and the artillery brigade, which were rotational units, will be converted into permanently stationed units.
On the 29th (local time), the U.S. Department of Defense completed its first review of overseas U.S. troop deployments since President Joe Biden took office, known as the Global Posture Review (GPR), and released the results including these details. The Department of Defense explained in a press release that the focus was on "strengthening alliance cooperation to deter potential military aggression by China in the Indo-Pacific region and to counter threats from North Korea."
The GPR includes approval from Secretary of Defense Lloyd Austin to maintain the current troop levels of USFK while converting the rotational Apache attack helicopter unit and the artillery brigade headquarters into permanent units. Converting rotational units into permanently stationed units enhances wartime response capabilities, effectively increasing military strength.
With these details included in the GPR, speculation about a reduction of U.S. forces in Korea is expected to be dismissed. Since the Biden administration took office, both the U.S. Senate and House of Representatives have removed the reduction restriction clause in the National Defense Authorization Act (NDAA) that prohibited the use of funds if USFK personnel were reduced below 28,500. Mara Karlin, U.S. Deputy Assistant Secretary of Defense for Policy, stated in a briefing, "The current deployment of USFK is very robust and effective," adding, "At this point, there are no changes to announce."
Furthermore, the U.S. has also strengthened its military presence in the Indo-Pacific region to counter North Korea and China. This includes infrastructure enhancements in Pacific island regions such as Australia and Guam, as well as the deployment of rotational air force units to Australia.

Meanwhile, the Apache attack helicopter unit, which has been converted into a permanently stationed unit (an aviation battalion under the 2nd Infantry Division of USFK), recently deployed Apache Guardian (AH-64E) helicopters capable of coordinated operations with the Gray Eagle (MQ-1C) drones, known for their decapitation strike capabilities. The artillery brigade (201st Fires Brigade) is equipped with Multiple Launch Rocket Systems (MLRS), Army Tactical Missile Systems (ATACMS), and the new M270A1 Multiple Launch Rocket System, playing a role in neutralizing North Korean long-range artillery and rocket launch sites.
