Gwangju Gwangsan-gu Council Opens 269th Regular Session... Reviews Next Year's Main Budget and More
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] The Gwangsan District Council (Chairman Lee Young-hoon) will begin the 269th 2nd regular session activities for a period of 29 days from the 23rd to December 21st.
As the last session of this year, during this regular session, the council plans to review and conclude agenda items including the 4th supplementary budget proposal for next year, administrative affairs audit, questions regarding district administration, the 2022 budget and fund operation plan, ordinances, and general matters.
The main schedule includes listening to the mayor’s policy speech regarding the submission of the 4th supplementary budget and the 2022 budget at the 1st plenary session on the 23rd.
This year’s fourth supplementary budget is increased by 33.9 billion KRW to a total of 1.04 trillion KRW (general account 1.0301 trillion KRW, special account 10.1 billion KRW). On the 24th, each standing committee will conduct preliminary reviews of the administrative affairs audit witness adoption and the 4th supplementary budget, and from the 25th to the 26th, the Budget and Accounts Special Committee will review the supplementary budget.
Following that, from the 29th to the 7th of next month, the administrative affairs audit schedule will be carried out. From the 29th to December 1st, document audits will be conducted in the large conference room on the 7th floor of the district office, and from December 2nd to 7th, questions and answers will be held in the council’s standing committee meeting rooms to make administrative demands and proposals.
On December 8th, at the 2nd plenary session, district administration questions will be asked to address overall policy directions and progress checks, resolving residents’ concerns, and the administrative affairs audit report will be adopted.
Then, from December 9th to 13th, each standing committee will conduct preliminary reviews of next year’s main budget and fund operation plan, along with reviewing general and ordinance proposals.
The Budget and Accounts Special Committee (Chair Lee Gwi-soon) will review this year’s budget and fund operation plan, which have passed the preliminary reviews of the standing committees, from December 14th to 20th.
The main budget submitted by Gwangsan District for next year is 846.7 billion KRW (general/special accounts), an increase of 135.4 billion KRW compared to the previous year.
Finally, on December 21st, the 3rd plenary session will be held to process this year’s budget and other agenda items, concluding the schedule.
Chairman Lee Young-hoon urged, “Through the administrative affairs audit, please carefully identify any unnecessary or excessively established budgets and provide correct criticisms and constructive alternatives during the review of next year’s main budget.” He also emphasized, “The executive branch should actively cooperate by providing accurate audit materials and thorough answers to district administration questions.”
