"'Noise Between Floors Incident' Had 4 Prior Reports... Police Neglect" Families Appeal in Incheon Weapon Rampage Case
[Asia Economy Reporter Kwon Seoyoung] Amid an incident in Incheon where a man in his 40s wielded a weapon against his neighbor due to inter-floor noise conflicts, the victim's family has posted a petition criticizing the police response.
On the 20th, a petition titled "We accuse Incheon Nonhyeon Police Station over police response issues in the repeatedly reported 'attempted murder case due to inter-floor noise.' This is not a simple noise problem" was posted on the Blue House National Petition Board. The petitioner stated, "On the 15th, Mr. A, who lives on the 4th floor, attacked my sister's family of three living on the 3rd floor with a knife," adding, "My sister is in critical condition and remains unconscious as of the 19th."
The petitioner explained, "Mr. A had been causing harm by knocking on my sister's door daily with something like a hammer and continuously making noise." They continued, "My sister had been suffering from Mr. A's threats and sexual harassment for some time," and "there were four reports made because of this."

On the day of the incident, the petitioner said, "Mr. A kicked the entrance door of my sister's house, threw a package, and shouted insults at my niece who was alone, so we made the first police report." They claimed, "The responding police officers considered it a noise complaint and were about to leave without taking any action." They added, "When my niece cried and asked for help, the police asked if she wanted to file a complaint for creating anxiety and told her to be questioned by the man on the 4th floor."
Incheon Police Agency posted an apology on their website and other platforms on the 18th.

He criticized, "(The police) left the person who had been reported four times for murder threats, sexual harassment, and harassment without any action." He also mentioned, "After the second report, the police officers who arrived saw the suspect coming down but did not stop him and went down to the first floor with my brother-in-law," adding, "The police left the scene immediately after my sister was stabbed first with a weapon, which led to the second and third damages."
The petitioner said, "I asked the police if the officers who left the scene were in a position to use their radios," and added, "The police said the radios did not work well, so they went down quickly, and because the rescue request was made quickly, they tried to take comfort in the fact that my sister did not arrive at the hospital deceased." He appealed, "The police created the incident at the first report and escalated it at the second report," and "How can such a thing happen in this country?"

Meanwhile, the Incheon Metropolitan Police Agency posted an apology on their website on the 18th regarding this case. The police stated, "We deeply apologize to the victims for the passive and insufficient response to the 112 emergency call handled by the Incheon Nonhyeon Police Station, which did not meet citizens' expectations," and "Based on the facts confirmed so far through internal investigations, we will conduct a thorough additional inspection and strictly hold the responsible officers accountable."
