Shin Sujeong, Gwangju City Council Member, Awarded First-Class Prize at the Democratic Party Excellent Ordinance Competition
Representative Proposal of the 'Gwangju Metropolitan City High School Field Training Operation and Support Ordinance'
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Shin Sujeong, a member of the Gwangju Metropolitan Council (Democratic Party of Korea·Buk-gu 3), was honored as a first-class awardee in the Local Council Excellent Ordinance category at the ‘2021 Democratic Party of Korea Local Government Excellent Policy and Local Council Excellent Ordinance Competition.’
According to the Gwangju City Council on the 9th, Councilor Shin proposed the ‘Gwangju Metropolitan City High School Field Training Operation and Support Ordinance’ as the main sponsor in July.
The ordinance focuses on enhancing the substance and safe operation of high school field training by resolving issues such as unfair treatment of students participating in field training and strengthening the composition and functions of the School Field Training Operation Committee and the City Education Office Field Training Support Committee.
In particular, by including student members in the School Field Training Operation Committee, it implements the Anti-Corruption and Civil Rights Commission’s ‘Measures to Strengthen the Rights Protection of Vocational High School Field Trainees’ and, for the first time nationwide, guarantees the participation of the student parties in the ordinance.
Councilor Shin said, “Although I have worked to propose alternatives and improve the system related to issues of vocational high school field training through city administration questions and policy forums this year, it is heartbreaking that incidents and accidents during field training continue to occur,” adding, “While the award is meaningful, I hope that at the party level, this ordinance will help prepare policy alternatives and recurrence prevention measures to improve vocational high school field training.”
Meanwhile, in this competition, 88 metropolitan government heads, 104 basic government heads, 135 metropolitan council members, and 166 basic council members affiliated with the Democratic Party of Korea participated. After evaluation by five external experts with extensive experience in local government policy assessment and law, a total of 134 people were selected. The award ceremony is scheduled to be held at 11 a.m. on the 15th at the Party Representative Office in the National Assembly Main Building.
