District Unit Plan (Draft) Public Inspection and Opinion Collection for Two Weeks from November 9
[Asia Economy Reporter Jongil Park] Gwangjin-gu (District Mayor Kim Seon-gap) is promoting a change in the urban management plan to foster the area around Gunja Station as a central hub for regional development through the expansion of commercial zones.
The district has prepared a draft for the reorganization of the district unit plan for an area of 350m centered on Gunja Station along Cheonho-daero (approximately 140,000㎡), which will be open for public inspection for two weeks from the 9th to the 22nd.
The draft district unit plan for the Gunja Station area was developed through a district unit plan service that included basic surveys, condition analysis, resident surveys, and setting tasks and goals, and was prepared in active consultation with the Seoul Metropolitan Government.
The main points of this public inspection announcement include ▲expansion of the district unit plan area ▲large-scale development through special planning zones and upgrading the zoning to commercial areas ▲allowing residential mixed-use buildings, supplementing the existing district unit plan with a focus on strengthening the district center functions.
Among the 25 autonomous districts in Seoul, Gwangjin-gu ranks 24th in terms of commercial area size and has a residential area ratio of 68%, presenting the appearance of a bedroom community.
However, geographically, it has excellent locational advantages such as the Hangang Bridge, Express Bus Terminal, and multiple subway station areas, providing ample potential to develop into a business and commercial hub.
In particular, Gunja Station is a double transfer station for Lines 5 and 7, and in the 2030 Seoul Living Area Plan, it is a point where the industrial distribution axis (Cheonho-daero), connecting the Cheonho-Gildong regional center and the Hanyangdoseong downtown, and the development promotion axis (Dongil-ro), for fostering specialized industries connecting Seongsu and Muk-dong, intersect, meeting at Gwangjin-gu’s cultural and arts street, Neungdong-ro.
The district has prepared the plan draft in accordance with these regional characteristics and plans to actively consult with the Seoul Metropolitan Government, which holds the decision-making authority, to ensure that residents’ opinions collected through this public inspection are actively reflected.
Additionally, within this year, after receiving advice from the Gwangjin-gu Urban Planning Committee, the district unit plan draft will be formally requested for approval from the Seoul Metropolitan Government.

Kim Seon-gap, Mayor of Gwangjin-gu, stated, “Gwangjin-gu has a severe shortage of commercial areas compared to its advantageous location conditions such as convenient transportation and multiple station areas.” He added, “Through the realization of the Gunja Station district unit plan draft, we expect to secure the lacking commercial areas and contribute to forming a central hub that will drive regional development.” He emphasized, “The expansion of commercial areas is a long-standing wish of the residents, and revitalizing the area around Gunja Station as well as the future development of Gwangjin is an essential project that we will actively pursue.”
