Government and Industry Discuss Restrictions on Urea Solution Sales and Penalties for Hoarding
Announcement on Hoarding to Be Prepared Within 2 Weeks
Recently, the Ministry of Environment and related industries have agreed to join forces to resolve the emergency situation regarding the supply of automotive urea solution. Measures will be put in place to limit sales volume and actively punish illegal activities such as hoarding.
On the 3rd, the Ministry of Environment held an emergency meeting with automotive urea solution manufacturers and distributors, diesel vehicle manufacturers and importers, among others. The meeting was attended by 10 automotive urea solution manufacturers, over 30 automobile manufacturers, and representatives from the gas station industry.
The Ministry of Environment requested detailed information from automotive urea solution manufacturers regarding import contract status and specific reasons for delays. Once obtained, this information will be shared with the Ministry of Trade, Industry and Energy and the Ministry of Foreign Affairs to urge the Chinese government for expedited export inspections. Additionally, the Ministry asked manufacturers to refrain from selling above normal levels to prevent hoarding by intermediate distributors.
Manufacturers agreed to actively cooperate if the Ministry of Environment urgently requests the supply of automotive urea solution to special-purpose vehicles such as fire trucks and ambulances, as well as public institution vehicles related to national key industries.
The Ministry of Environment will also establish specific criteria regarding hoarding activities. To this end, it will gather opinions from automotive urea solution manufacturers and consult with relevant ministries to enact and implement related regulations within two weeks. Once enforced, hoarding will be punishable by up to three years imprisonment or a fine of up to 100 million KRW.
