[2021 National Audit] 17% of Major Violent Crime Ex-Offenders' Crime Information Not Collected... Also Incomplete Data
Assemblyman Park Wansu: "We Must Properly Manage by Adjusting Information Collection Targets"
[Asia Economy Reporter Lee Gwan-ju] Despite the fact that released offenders of violent crimes have committed 190,000 crimes over the past three years, numerous cases have been found where the police either omitted or failed to properly carry out information collection duties on major released offenders.
According to data submitted by the National Police Agency to Park Wan-su, a member of the National Assembly's Public Administration and Security Committee from the People Power Party, as of August this year, there are 5,764 major released offenders of violent crimes whose crime-related information must be collected. Additionally, the number of information items to be collected on these released offenders was 7,437 in the first quarter.
However, it was confirmed that information collection was not conducted for 1,246 cases (17%) among these. Among the collected data, Park pointed out that many were inadequate and could not be considered crime-related information. Specifically, these included ▲Checking near the subject's address but unable to ascertain whereabouts ▲No warrants or involvement in incidents or accidents since release ▲The subject's address is listed as ○○○ Apartment with no warrants, among others.

Park said, "Information collection on major released offenders greatly contributes to crime prevention, but it also involves issues of personal information and human rights," adding, "Measures should be considered to adjust the scope of information collection targets to focus on heinous criminals and released offenders with a high risk of recidivism to ensure proper management."
