Moon's Proposal for a Declaration of the End of the War... North Korea Points Out 'Premature Timing'
[Asia Economy Reporter Lee Ji-eun] Regarding President Moon Jae-in's proposal in his UN General Assembly keynote speech for the Korean War parties to come together and declare an "end-of-war declaration," North Korea on the 24th dismissed it as "premature" and reiterated its existing demand for the lifting of sanctions against the North.
Ri Tae-sung, Vice Minister of Foreign Affairs of North Korea, stated in a statement released through the Korean Central News Agency on the same day, "As long as the United States' hostile policy toward Korea, the biggest obstacle blocking the end of the war, remains, the end-of-war declaration is nothing but an illusion."

Vice Minister Ri claimed that the intercontinental ballistic missile (ICBM) test launches conducted on the US mainland and South Korea's declaration to end missile guidelines were aimed at North Korea, asserting, "Amid the Korean Peninsula situation escalating to a hair-trigger state, there is no guarantee whatsoever that the paper-thin end-of-war declaration will lead to the withdrawal of hostile policies against us."
