Bucheon City Accelerates 'Urban Public Housing Complex Project'... Developer Selection for Candidate Sites Within the Year
Goal to Propose Public Project Implementer District Designation by June Next Year
[Asia Economy Reporter Park Hyesook] The urban public housing complex project candidate sites in Bucheon City, Gyeonggi Province, are expected to enter the main track for project promotion.
According to Bucheon City on the 14th, the Ministry of Land, Infrastructure and Transport selected five sites in Bucheon, including the north side of Sosa Station, as the 5th pilot project candidate sites for the urban public housing complex project related to the '3080+ Metropolitan Area Housing Supply Plan (2021. 2. 4)' announced last June.
Accordingly, Bucheon City held the first online residents briefing session via YouTube Live in August together with the Ministry of Land, Infrastructure and Transport and LH.
In the future, when the public project implementer proposes district designation, the project will be fully promoted once the district is designated through resident public inspection announcements and review by the Urban Planning Committee.
For district designation, the public project implementer must obtain consent from at least two-thirds of the landowners and owners of more than half of the land area within one year from the date of the resident public inspection announcement (considered as the scheduled district designation date) and submit it to the designation authority. If the consent rate is not secured, the district designation proposal will be rejected and the scheduled district will be canceled.
Therefore, the city explained that for smooth project promotion, the prompt selection of the public project implementer and securing consent rates for each candidate site are of utmost importance.
The city plans to complete the selection of public project implementers for each candidate site between October and November this year, immediately after the enforcement of the 'Special Act on Public Housing' (September 21, 2021).
Once the public project implementer is selected, a basic plan and feasibility study will be conducted for each candidate site. Following the completion of the study, in the first quarter of next year, the public project implementer plans to hold a second residents briefing session targeting landowners and tenants of the candidate sites.
The city aims for the public project implementer to propose district designation by June next year and plans to support securing as many (preliminary) consent rates as possible before the district designation proposal through active promotion of the urban public housing complex project.

A Bucheon City official stated, "After district designation, the project will be promoted as a public-led Fast-Track to ensure the public project implementer's site acquisition and the local government's swift permits and approvals (integrated review)." He added, "We will provide multifaceted support to successfully promote the project through sufficient communication among the Ministry of Land, Infrastructure and Transport, the public project implementer, the residents' council, and other stakeholders."
