President Moon: "We Will Create a New K-Model for Gradual Return to Daily Life" (Comprehensive)
[Asia Economy Reporter Lee Ji-eun] President Moon Jae-in announced that he will meticulously prepare a 'step-by-step return to daily life (With Corona)' plan to create a new 'K-model' that harmonizes vaccination, quarantine, and daily life. He also emphasized that by next month, he will present the '2030 greenhouse gas reduction target' along with the 2050 carbon neutrality scenario.
On the morning of the 14th, President Moon presided over a Cabinet meeting via video conference at the Blue House and stated, "We will also meticulously prepare the step-by-step return to daily life plan by referring to cases of other countries where easing quarantine measures led to resurgence."
President Moon emphasized that the prerequisite 'vaccination rate target' for the step-by-step return to daily life is being achieved, expressing expectations that "the second dose vaccination is also gaining speed, and the goal of 70% of the population receiving the second vaccine dose, which was advanced to the end of October, will be achieved early."
He added, "With the current lowest number of new confirmed cases and fatality rate among OECD countries combined with a high vaccination rate, we will become the safest country from COVID-19," and announced the establishment of a K-model in the step-by-step return to daily life sector.
He also warned about the spread of COVID-19 during the Chuseok holiday. President Moon said, "I am worried that the increase in confirmed cases in the metropolitan area might cause the Chuseok holiday to become a trigger for nationwide spread," and added, "The government will heighten vigilance and thoroughly implement special quarantine measures for Chuseok. I ask the public to strictly follow quarantine rules during the Chuseok holiday, and especially those visiting their hometowns to actively participate in proactive diagnostic testing."
He further said, "Although this Chuseok is being faced with difficulties due to the prolonged COVID-19 situation, I hope that everyone’s hearts will be warm and generous during Hangawi," and added, "I also hope that government support such as the emergency relief funds, earned income tax credits, child tax credits, and support measures for small business owners will be helpful."
At the Cabinet meeting that day, a total of 48 agenda items were deliberated, including the 'Basic Act on Carbon Neutrality and Green Growth in Response to the Climate Crisis' and the 'Partial Amendment to the Military Court Act'.
Regarding this, President Moon emphasized the achievement of carbon neutrality goals. He said, "The most urgent task is to present the 2050 carbon neutrality scenario along with the enhanced 2030 greenhouse gas reduction target by next month," and stressed, "As a member of the international community, we must fulfill our responsibilities and internally achieve a major transition to a low-carbon society through bold energy transition and socio-economic structural innovation."
Regarding the launch of the 'Hydrogen Business Council' by domestic companies last week, he praised it as "a very meaningful event" and stated that policy efforts will be made to ensure that small and medium-sized enterprises do not fall behind the carbon neutrality trend. He also expressed gratitude for the Catholic Church’s declaration of a lifestyle practice movement to achieve carbon neutrality early by 2040. He urged the government to "make thorough follow-up measures such as preparing enforcement ordinances related to the Basic Act on Carbon Neutrality."

Regarding the amendment to the Military Court Act, President Moon evaluated, "It has finally borne fruit as a national defense reform task of our government to resolve public distrust in the military judicial system and to guarantee the rights of fair trial for military personnel and the human rights of victims," and expressed hope that "it will be a significant turning point contributing to the improvement of military human rights and military culture."
