Kim explained the purpose, saying, "According to media reports, people practicing swings or approach shots using golf clubs and balls at beaches, park lawns, and other places where pedestrians are present are frequently observed, but currently there is no legal basis to regulate this."
This bill amends the "Act on the Use and Management of Beaches" and the "Act on Urban Parks and Green Areas," respectively, to impose a fine of up to 100,000 won if sports activities that may cause harm to others using exercise equipment or acts of throwing objects are conducted at beaches or parks.

Kim said, "If golf clubs are swung recklessly at beaches or parks, it could potentially lead to serious injuries or fatalities. Since there is no legal basis to regulate this under current laws, conflicts arise between public officials trying to stop unauthorized golf and citizens. I hope this amendment will ensure public safety and establish a proper sports culture."
