Gyeonggi-do to Conduct 'Human Rights Impact Assessment' When Enacting or Amending Ordinances and Regulations
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi Province will conduct human rights impact assessments when creating or amending local ordinances or regulations starting this month.
This measure aims to resolve human rights violations or social conflicts caused by the enactment or revision of local regulations and to promote the human rights of residents.
Through the human rights impact assessment, the province will examine whether residents' rights are restricted without legal grounds or if the basic rights of socially vulnerable groups are infringed, as well as check for expressions reflecting discriminatory perceptions.
In addition to the currently enforced local regulations, the province plans to introduce human rights impact assessments in major policies, projects, and throughout the process from design to completion of public buildings.
To this end, the province amended the Gyeonggi Province Ordinance on the Promotion of Human Rights Protection last June.

Kang Sung-moon, the province's human rights officer, stated, "This measure will help prevent human rights violations and social conflicts that may arise from the enactment or revision of local regulations, thereby reducing unnecessary administrative costs."
