Yoon Seok-yeol "Provide Evidence of Commissioned Accusations"... Key to Prosecutors' Forced Investigation Initiation
Yoon Seok-yeol, Following Scheduled Events
Shows Moves for Direct Confrontation
But Investigation Possibility and Other Impacts Are Inevitable
[Asia Economy Reporters Naju-seok, Lee Hyun-joo, Park Joon-yi] Former Prosecutor General Yoon Seok-yeol on the 3rd completely denied allegations surrounding him regarding 'commissioned accusations,' stating, "The very idea of commissioning is against common sense," and "This is an issue that does not require accusations, so why do it?" Despite Yoon's denial, as suspicions arose that the prosecution commissioned accusations against opposition party politicians and journalists, the presidential election timeline has become unpredictable.

◆ "If you have evidence, present it"… Yoon actively refutes = At a meeting with reporters, former Prosecutor General Yoon said, "Do you remember last January when prosecutors investigating government corruption were dismissed as retaliatory purges, including those who supported their stance?" He added, "They did not conduct investigations against people unfavorable to the government at all. Even if victims filed complaints, investigations were uncertain; would they investigate just because of accusations? The very idea of commissioning accusations is against common sense." He said, "If there is (evidence), present it," and added, "Looking at last year's Channel A case, the responsible reporter was acquitted, and the political conspiracy of the prosecution and media was exposed, wasn't it?" During the explanation, Yoon joked, "A reporter sent me a link, and I thought it was about the company boss when they mentioned commissioned accusations." Yoon's campaign also stated regarding the raised allegations, "We have no knowledge of such facts," and "We understand that such facts do not exist." They are currently reviewing the level of legal response to this report.
◆ The key issue is whether forced investigation will begin = Since former Prosecutor General Yoon denies the commissioned accusation allegations, the core issue is whether the Inspection Department of the Supreme Prosecutors' Office, which received an order for a fact-finding investigation from Prosecutor General Kim Oh-soo, will initiate a forced investigation. The Inspection Department of the Supreme Prosecutors' Office has the authority to request search warrants and conduct forced investigations.
If the investigation uncovers links showing that former Prosecutor General Yoon was directly or indirectly involved in commissioned accusations, his path to the presidential election could face a decisive crisis. This would mean an attempt at political manipulation using prosecutorial investigative powers. As pointed out by Hwang Hee-seok, then a proportional representative candidate of the Open Democratic Party and the target of the commissioned accusation, "Since the Prosecutor General himself cannot file a complaint directly, he had a third party do it to make it appear as an objective and fair accusation," which could be a serious misconduct.
On the other hand, if an investigation is conducted but Yoon's involvement is not revealed, he could be freed from this issue for the time being. In this case, a counterattack claiming that the investigation itself against the leading presidential candidate was a form of political oppression would also be possible. Nevertheless, as such investigations or additional allegations continue, former Prosecutor General Yoon is expected to suffer some political damage. This is because ruling party presidential candidates are launching a full-scale offensive against Yoon, and not only is the People Power Party not firmly supporting him, but internal primary competitors are also joining the attacks.

Besides the Supreme Prosecutors' Office Inspection Department, which will conduct the fact-finding investigation, there is also a possibility that the Corruption Investigation Office for High-ranking Officials (CIO), which has investigative authority over former Prosecutor Generals, and the Ministry of Justice Inspection Office will join the issue. The inspection officer in charge at the Ministry of Justice Inspection Office is Prosecutor Im Eun-jung, who has shown a critical view of former Prosecutor General Yoon.
