View original image[Asia Economy Reporter Seongpil Cho] The High-ranking Officials' Crime Investigation Unit (HOCI) wrapped up the 'alleged unfair special recruitment case of Cho Hee-yeon, Superintendent of Seoul Metropolitan Office of Education' on the 3rd. HOCI had selected this case as its 'No. 1 case' in April and had been investigating Superintendent Cho for about four months. Now, the ball has been passed to the prosecution regarding this No. 1 case.
This case was tied up amid twists and turns. It was controversial from the start. Initially, the police had been investigating this case. HOCI took over the case from the police, considering the numerous complaints and accusations piled up. Inside and outside the legal community, doubts arose as to whether this was truly a power-type crime worthy of HOCI's investigation. HOCI was established as part of the Moon Jae-in administration's prosecution reform. Given this, many expected the first investigation target to be corruption involving prosecutors or judges. The investigation process was not smooth either. Recently, during the convening of the Prosecution Review Committee, issues of fairness were raised. Superintendent Cho's side protested, saying, "The Prosecution Review Committee did not guarantee the right of the suspect's defense counsel to make statements and only listened to the one-sided opinions of the investigating prosecutors before making a judgment." This can also be interpreted as an infringement on the suspect's right to defense.

According to the legal community, the cases currently under investigation by HOCI have been narrowed down to nine. These include the Lee Kyu-won case, centered on allegations of 'false preparation of a meeting report with construction businessman Yoon Joong-chun,' the allegation of leaking the indictment by Lee Sung-yoon, Chief Prosecutor of Seoul High Prosecutors' Office, and the bribery case involving 'sponsor prosecutor' Kim Hyung-joon.

The cases expected to be particularly targeted by HOCI among these are the allegations of illegal travel ban pressure involving former Vice Minister of Justice Kim Hak-ui and cases related to opposition presidential candidate and former Prosecutor General Yoon Seok-youl. The cases related to former Prosecutor General Yoon are classified as the alleged inadequate investigation of the Optimus Fund fraud case and the obstruction of investigation into former Prime Minister Han Myeong-sook's alleged perjury coaching. All these cases are known to have been essentially in the preparatory stage, such as reviewing materials until now. In the legal community, there is cautious speculation that with the conclusion of Superintendent Cho's case, HOCI will make progress on these cases that had seen little advancement so far.
