Human Rights Commission: "Seoul City Accepts Recommendations for Improving Homeless People's Rights Related to COVID-19"
[Asia Economy Reporter Lee Gwan-joo] The National Human Rights Commission announced on the 3rd that Seoul City has accepted its recommendation to guarantee the right to survival and safety of homeless people amid the ongoing COVID-19 situation.
In March, the Human Rights Commission recommended to the Mayor of Seoul to improve homeless welfare facilities and response guidelines to prevent and contain infectious diseases, expand projects such as temporary shelter provision and free meal services, and implement measures including emergency medical care and improvements to the medical support system for the homeless.
In response, Seoul City completed measures such as expanding isolation facilities, installing glass partitions and negative pressure devices in isolation spaces, and revising response manuals to prevent and contain infectious diseases among the homeless. The city also prepared and implemented plans to expand temporary housing support projects for the homeless and provide alternative accommodations such as private hotels, while continuously expanding meal support projects. Furthermore, the city stated to the Human Rights Commission that it will allow medical treatment for the homeless at general medical facilities in emergency situations and will supplement the medical support system by, in the long term, proposing to the Ministry of Health and Welfare the abolition of the designation system for homeless medical facilities.

The Human Rights Commission judged that Seoul City accepted its recommendation and decided to publicize the related contents so that it can be applied as a model case for protecting the human rights of socially vulnerable groups such as the homeless. The Commission stated, "We express support and welcome to Seoul City for actively implementing policies for socially vulnerable groups by accepting the Human Rights Commission’s recommendation despite the difficult situation of COVID-19," and added, "We will continue to devise various measures to improve the human rights of the homeless."
