청 "Carbon Neutrality, a Historic First Legislative Achievement"
Park Suhyun, Blue House Chief of Public Communication, Evaluates Bills Passed by National Assembly Plenary Session... "Medical Service Act Amendment, a Mature Legislative Example"
[Asia Economy Reporter Ryu Jeong-min] The Blue House announced that the Framework Act on Carbon Neutrality and Green Growth, which passed the National Assembly plenary session on the 31st of last month, is a historic first legislative achievement toward a carbon-neutral society.
Park Soo-hyun, the Blue House Senior Secretary for Public Communication, explained the major bills passed by the National Assembly plenary session during a briefing at the Chuncheon Press Center on the 1st. First, Secretary Park emphasized the historic first legislative accomplishment.
Secretary Park said, "The 'Framework Act on Carbon Neutrality and Green Growth' is the 14th law worldwide to legislate the 2050 carbon neutrality vision, marking the first legislative achievement toward a carbon-neutral society. It has significant meaning as it establishes the legal foundation for South Korea to leap forward as a leading country responding to climate change."
Secretary Park explained, "'The Telecommunications Business Act' is the first in the world to prohibit global monopolistic big tech companies from forcing specific payment methods. It is expected to guarantee fair earnings for content creators and foster further development of the mobile ecosystem."
Additionally, Secretary Park stated, "'The Military Court Act,' which allows civilian investigative agencies and courts to conduct investigations and trials from the first instance stage for sexual crimes within the military, brings the first fundamental change to the military judicial system since the founding of the armed forces and marks a turning point for eradicating military sexual crimes."
The Blue House also highlighted the urgent livelihood bills passed to alleviate the burden of care and education for the public amid the COVID-19 situation.
Secretary Park said, "With the enactment of the Act on the Establishment and Operation of Social Service Centers, the legal basis for the establishment and operation of social service centers by central and local governments providing emergency care has been established."
Secretary Park added, "Furthermore, the enactment of the 'Basic Academic Achievement Guarantee Act' and the 'Framework Act on the Activation of Remote Education' has provided systematic and comprehensive legal grounds to guarantee students' basic academic skills, which have deteriorated due to COVID-19, and to support digital remote education."
The Blue House also emphasized the passage of bills related to the Moon Jae-in administration’s 100 major national tasks.
Secretary Park explained, "Education-related national task laws were passed, including the 'Higher Education Act,' which establishes the basic plan for mid- to long-term higher education financial support and the legal basis for social integration admissions, and the amendment to the 'Elementary and Secondary Education Act,' which introduces a high school credit system. Additionally, the 'Act on the Status and Rights Protection of Artists,' a cultural and artistic national task, was enacted, and an institution for artists' rights relief will be established."
Secretary Park evaluated, "The amendment to the Medical Service Act was reached through discussions and consensus among stakeholders, ruling and opposition parties, and the government in a public forum, demonstrating a mature legislative process in our society."

Secretary Park said, "The bills passed by the National Assembly yesterday will serve as a solid cornerstone for the future of the Republic of Korea.
