According to the Songpa Police Station in Seoul on the 31st, Kang was confirmed to have purchased a cutter at a hardware store located in Ogeum-dong, Songpa-gu, at 3:57 p.m. on the 26th and then damaged the electronic anklet. Kang committed the first murder between 9:30 and 10 p.m. on the same day, and the next crime occurred around 3 a.m. on the 29th, the day he surrendered to the police after fleeing, according to the police.
The vehicle Kang used during his escape was rented through an acquaintance, and it was revealed that he had been using the rental car since the 25th. A police official explained, "We are continuing the investigation to determine whether it was rented for the crime." The police are investigating witnesses Kang contacted before and after the crime and during his escape, and are confirming the motive and escape methods through forensic analysis of his mobile phone and other investigations.
On the same day, Chief Judge Shim Tae-gyu of the Seoul Eastern District Court, who is in charge of warrants, conducted a pre-arrest interrogation (warrant review) for Kang in the morning and issued an arrest warrant, citing "risk of flight." Before appearing in court, Kang kicked a broadcast microphone toward reporters who asked about his motive, saying, "Report properly," and after the hearing, he acted violently, saying, "I regret not killing more," and "I did it because society is messed up."
With the arrest warrant issued, the police are considering holding a personal information disclosure committee and plan to deploy profilers to conduct psychological interviews and analyze his mental state.

Kang, who fled after damaging the electronic anklet on the 27th, surrendered to the Songpa Police Station in Seoul at around 8 a.m. on the 29th, driving the victim's car, and confessed to killing two women. During the police investigation, Kang reportedly stated that the motive was related to "financial matters." The victims were acquaintances of Kang, and the bodies were found at Kang's residence and in the victim's vehicle, respectively. An autopsy suggested that the victims died from strangulation.
