Yangcheon-gu Operates Mobile Anonymous Reporting Channel 'Haewoori CheongnyeomTalk' for Corruption and Power Abuse
New Operation of Anonymous Reporting Channel 'Haewoori CheongnyeomTalk' Using Mobile... Actively Promoting Anti-Corruption Policies to Achieve 'Zero Corruption! Clean City Yangcheon'
[Asia Economy Reporter Park Jong-il] Yangcheon-gu (Mayor Kim Soo-young) is launching a new mobile messenger reporting channel called 'Haewoori Cheongnyeom Talk' for anonymous reporting of corruption and power abuse by internal employees.
'Haewoori Cheongnyeom Talk' is a channel that uses KakaoTalk's online chat service, Open Chat, allowing internal employees of Yangcheon-gu to anonymously report corruption and power abuse such as bribery and improper solicitation.
To complement the existing website reporting center method, which had concerns about exposing the reporter's identity, 'Haewoori Cheongnyeom Talk' utilizes KakaoTalk's 1:1 anonymous chat function, prioritizing the reporter's privacy as its most distinctive feature.
Additionally, by using KakaoTalk, the most widely used SNS currently, accessibility for employees has been enhanced, enabling real-time reporting anytime and anywhere without location restrictions.
Yangcheon-gu employees who wish to report through 'Haewoori Cheongnyeom Talk' can access the KakaoTalk Open Chat room, enter 'Haewoori Cheongnyeom Talk' in the search bar on the Open Chat main screen, and select the 1:1 chat tab to search. However, to ensure strict security, a participation code must be entered when accessing the chat room. The participation code will be periodically announced on the internal bulletin board.
Once a report is received, the Audit Officer will promptly initiate an investigation and take action, continuously monitoring the case.
Meanwhile, this year Yangcheon-gu is actively promoting anti-corruption policies based on four key strategies: ▲ cultivating awareness of integrity practice ▲ strengthening anti-corruption systems and controls ▲ building a corruption-free! integrity ecosystem infrastructure ▲ spreading a communicative integrity culture, accelerating the realization of 'Corruption-Free! Integrity City Yangcheon.'

Mayor Kim Soo-young of Yangcheon-gu said, “If internal reporting is activated through Haewoori Cheongnyeom Talk, it will prevent corruption and public official misconduct in advance, making Yangcheon-gu a cleaner district trusted more by residents.” He added, “With the goal of achieving a first-grade integrity rating in 2021, all employees will devote themselves to realizing ‘Corruption-Free! Integrity City Yangcheon.’”
