The 'Yoon Hee-sook Resignation Proposal' Hanging in the Air... Will It Be Addressed at the Plenary Session on the 30th?
Yoon Hee-sook, a member of the People Power Party who was implicated in illegal real estate-related allegations in an investigation by the Anti-Corruption and Civil Rights Commission, is answering questions from reporters after holding a press conference to announce her resignation from the National Assembly at the National Assembly Communication Office in Yeouido, Seoul, on the 25th. View original image[Asia Economy Reporter Hwang Sumi] The ruling and opposition parties appear to be passing the buck over the handling of the resignation proposal of Yoon Hee-sook, a member of the People Power Party. As a result, there are also views that it is realistically difficult to bring the proposal to the plenary session.
Earlier, when allegations of illegal real estate activities involving her father were raised by the Anti-Corruption and Civil Rights Commission, Rep. Yoon declared her resignation on the 25th. While strongly denying any involvement, she abruptly gave up her seat, saying she would take political responsibility.
Both ruling and opposition parties are cautious about handling the resignation proposal. The Democratic Party, already struggling with real estate allegations, is harshly criticizing Rep. Yoon but is also concerned that pushing her to resign might expose them again to accusations of double standards.
The People Power Party is showing a cautious response, worried about a backlash due to the sensitive real estate issue. Since the allegations are not directly against Rep. Yoon herself, they suggest waiting for the investigation but are passing the ball to the Democratic Party by saying, "If the Democratic Party is confident, let them vote on the resignation proposal."
According to the National Assembly Act, a member's resignation letter is processed by a plenary session resolution during a session, and by the Speaker's approval when the Assembly is not in session.
The nearest plenary session is scheduled for the 30th. After the August extraordinary session ends on the 31st, the regular session lasting 100 days will begin on the 1st of next month.
If Speaker Park Byeong-seok submits the resignation proposal to the plenary during this period, it will be voted on by secret ballot. A majority of the total members must be present, and a majority of those present must approve it for it to pass.
Speaker Park, who has the authority to submit agenda items, is requesting agreement between the ruling and opposition parties, but realistically, consensus seems difficult. Therefore, there are views that even the submission of the resignation proposal is currently uncertain.

If the ruling and opposition parties fail to reach an agreement, there is speculation that the resignation proposal will be discarded along with the end of the 21st National Assembly. Regarding this, Rep. Yoon expressed her intention to return her salary and submit her resignation letter again if the proposal is not processed.
