Strengthening Reporting Obligations and Prior Notification Activities to Prevent Fraudulent Benefits... Self-Produced Notices Mailed to 4,162 Basic Livelihood Security Households
[Asia Economy Reporter Jongil Park] Jongno-gu (Mayor Kim Young-jong) is making efforts to strengthen the reporting obligations of basic livelihood security recipients in order to prevent fraudulent claims, unnecessary cost collection, and related complaints.
The plan to strengthen reporting obligations was established due to an increase in the number of eligible recipients following the abolition of the “support obligor criteria,” which considered the income and property levels of first-degree relatives of elderly people aged 65 and over and single-parent families.
Basic livelihood security recipients must report any changes in income, property, or other relevant factors, but some either do not know this or fail to report despite knowing, leading to fraudulent claims.
Jongno-gu has been conducting verification investigations monthly, quarterly, and semi-annually by receiving data from public institutions such as the National Tax Service and the Ministry of Employment and Labor. However, due to the time gap between occurrence and notification, changes have not been immediately reflected, causing difficulties such as overpayment and recovery of benefits.
Accordingly, the district has produced its own informational leaflet to prevent fraudulent claims of social security benefits and has mailed it to 4,162 basic livelihood security households in the area.
The leaflet includes various types of fraudulent claims and warns that improperly received benefits will be recovered, and that offenders may face imprisonment and fines under relevant laws, urging recipients to be especially cautious.
Furthermore, moving beyond the previous method of sending a decision notice by mail once after selecting benefit recipients, Jongno-gu has decided to regularize the mailing of informational leaflets nationwide for the first time, sending one mail and one text message each, twice a year.

Mayor Kim Young-jong stated, “By strengthening the reporting obligations of recipients, we aim to emphasize responsibility and increase the transparency of social security benefits,” adding, “We will continue promotional activities to eradicate fraudulent claims.”
