It Seems to Be the Aftermath of the ROK-US Joint Military Exercises
[Asia Economy Reporter Kim Ji-hee] The Ministry of Unification announced on the 10th at 5 p.m. that the closing call at the Inter-Korean Joint Liaison Office did not take place. This marks a communication blackout just two weeks after the inter-Korean communication line was restored on the 27th of last month.
It is interpreted that North Korea expressed dissatisfaction with the fact that South Korea and the U.S. effectively began joint military exercises on that day.
Regarding this, a Ministry of Unification official stated, "We are closely monitoring the situation."
Earlier, Kim Yo-jong, Deputy Director of the North Korean Workers' Party, expressed opposition to the start of the Crisis Management Staff Training (CMST), a preliminary exercise for the second half joint South Korea-U.S. military drills, in a statement released that morning. She said, "The U.S. and South Korean military have ultimately commenced joint military exercises that further destabilize the situation," and "We strongly regret the treacherous actions of the South Korean authorities."

She continued, "The dangerous war exercises carried out by the U.S. and South Korea, ignoring our repeated warnings, will inevitably bring even more severe security threats upon themselves," she warned.
