Earlier, the civic group 'Citizens' Action for Judicial Justice' filed a complaint with the prosecution in February, accusing the prosecution of failing to properly investigate the prosecutors involved in the drinking party scandal related to Kim Bong-hyun, former chairman of Star Mobility and a key figure in the Lime Asset Management incident. They reported former Prosecutor General Yoon and others who were in the command line at the time. They also stated that regarding other cases they reported, "The HCIA did not properly investigate the complainants and irresponsibly transferred the Lime case to the prosecution," and announced plans to file a complaint against HCIA Chief Kim Jin-wook for dereliction of duty with the Seoul Central District Prosecutors' Office.
