The new Legal Affairs Director graduated from Seoul National University with a degree in Political Science and passed the 38th Judicial Examination. He worked as a lawyer for 21 years. He represented victims of forced labor under Japanese colonial rule and filed lawsuits against the Japanese government and corporations. In August last year, during the tenure of former Minister of Justice Choo Mi-ae, he was appointed Director of the Human Rights Bureau, where he contributed to the establishment of the Basic Human Rights Policy Act and promoted policies such as the introduction of the criminal public defender system and the expansion of support projects for victim court-appointed lawyers.

Along with the new Legal Affairs Director, the Ministry of Justice appointed Yoon Woong-jang, current Director of Crime Prevention Planning, as the Director of the Crime Prevention Policy Bureau, which had also been vacant.
