[Asia Economy Reporter Lee Gwan-ju] The Korean police are expanding the spread of 'security Hallyu' by transferring digital evidence analysis techniques to Vietnam.
On the 3rd, the National Police Agency held an online signing ceremony for the "2nd Vietnam Forensic Capacity Building Project" memorandum of understanding with the Ministry of Public Security of Vietnam to transfer advanced scientific investigation technologies of the Korean police. The memorandum of understanding is a document that forms the basis for the implementation of Official Development Assistance (ODA) projects, recording detailed execution plans, lists of support equipment, and the division of responsibilities between the two countries during project implementation.
The goal of this project is to establish a Korean-style digital evidence analysis lab and strengthen the forensic capabilities of Vietnamese investigative agencies by providing education such as digital forensic equipment and dispatching police experts.
The Korean police will invest a budget of over 3.2 billion won over three years to transfer Korea's advanced forensic technology to the Vietnam Criminal Science Institute, following the first project from 2017 to 2019 that supported on-site investigation in Vietnamese investigative agencies. Through the first project, the Korean police provided a Korean-style on-site evidence analysis lab, fingerprint and footprint analysis systems, DNA analysis equipment, and training on the latest on-site investigation techniques. As a result, the evidence analysis success rate of Vietnamese investigative agencies improved from 60% to about 80%.

Im Yong-hwan, Director of the Foreign Affairs Bureau of the National Police Agency, said, "The Korea-Vietnam security cooperation project is an important project that serves as a foundation for mutual cooperation not only in the development of Vietnam's forensic capabilities but also in protecting overseas nationals and joint investigations. We will do our best to further develop close cooperation between the two countries." Nguyen Thanh Thon, Director of the Foreign Affairs Department of the Vietnam Ministry of Public Security, responded, "We appreciate the efforts of the Korean National Police Agency for the development of the Vietnam Ministry of Public Security and will do our best to support the activities of Korean companies and protect Koreans residing in Vietnam."

Meanwhile, the National Police Agency is selecting countries where security cooperation is highly necessary and local security stabilization is required to expand security Hallyu projects, including ODA and dispatching police experts. This year, security Hallyu projects worth 49.2 billion won are being carried out targeting a total of 42 countries. In addition, the agency is strategically discovering projects that link security Hallyu with exports to help excellent security equipment and software companies enter overseas markets.
