12 Regional Development Public Projects Selected... Full-Scale Promotion of Housing Platform Project
Creation of Housing Platform Linking Housing, Living SOC, and Jobs... 45 Billion KRW National Funding Support
[Asia Economy Reporter Kangwook Cho] The Ministry of Land, Infrastructure and Transport announced on the 1st that it will select 12 regional development public contest projects this year to promote population inflow into underdeveloped local areas facing a population decline crisis and to improve the quality of life, thereby officially launching the housing platform project.
The housing platform is a balanced development project that improves residential conditions in small and medium-sized local cities and rural fishing villages by providing public rental housing for residential stability, necessary living SOC in the region, and jobs together. Through document screening, on-site inspection, and final presentation evaluation by an evaluation committee composed of private experts, a total of 12 regional development public contest projects were selected, including 11 customized regional demand support projects and 1 investment-leading district.
The regional development public contest projects are projects that provide national funding to create necessary infrastructure and living convenience facilities in growth promotion areas (70 cities and counties). They are selected by dividing into two types: ▲investment-leading districts and ▲customized regional demand support.
Looking at the main housing platform projects, the e-commerce logistics complex in Hamyang, Gyeongnam was selected as an investment-leading district. In Hamyang-gun, Gyeongnam, a large-scale logistics center to be installed by Coupang will be linked to promote the e-commerce logistics complex development project (area 650,858㎡, total project cost 174 billion KRW, project period 2022?2026).
The logistics complex will attract and cluster various private companies such as logistics, distribution, processing, and manufacturing to create a logistics hub, and will also supply job-linked housing (100 units) and complex community facilities for logistics complex workers and existing residents in the nearby area.
In the customized regional demand support, a housing platform project linked to saving small schools was selected. Geochang, Yeongdong, and Okcheon counties will promote a housing platform project where local residents, local governments, schools, and LH jointly supply public rental housing and living infrastructure for households moving in and out to save elementary schools facing closure. In addition, they plan to create libraries and care spaces lacking in the region, shared cafes and living sports spaces where local residents and migrants can mingle, and improve pedestrian paths so that elementary school students and residents can use them safely.
Jeongseon-gun, Cheongyang-gun, Sangju-si, Uiseong-gun, and Hadong-gun will promote housing platform projects linked to various youth startup support programs such as operating startup support centers and smart farm education. Each local government plans to provide studios for creation, promotion, and sales, capacity-building education and expert mentoring for prospective entrepreneurs, and job provision linked to the smart farm innovation valley to promote the inflow of young people hoping to start businesses or farming. At the same time, they will improve residential conditions by supplying public rental housing (such as Happy Housing) and insufficient living, cultural, and sports facilities in the region.
Additionally, in Gochang, Gangjin, and Yeongam counties, housing platform projects will be carried out to create public rental housing and living SOC for workers and existing residents in connection with nearby industrial complexes.

Park Heemin, Director of the Regional Policy Division at the Ministry of Land, Infrastructure and Transport, said, "The housing platform is a project where residents, local governments, and the central government collaborate to comprehensively expand housing and living convenience facilities to attract population to the region. We expect that the projects selected this time will create and spread excellent cases responding to population decline in the region."
