On the 27th, Heo Seong-mu, mayor of Changwon City, held a protest in front of the Ministry of Health and Welfare, urging the revision of the notification on the basic property amount appropriate for special cities.

With the decision on whether to revise the Basic Property Amount Notice by the Central Living Security Committee under the Ministry of Health and Welfare scheduled for the 28th, four special mayors and city council chairpersons have launched a solo relay protest urging the revision of the notice.
Mayor Heo stated, "Although the Anti-Corruption and Civil Rights Commission already recommended in 2011 that Changwon and Suwon, each with populations exceeding one million, be included in the metropolitan city category, the Ministry of Health and Welfare has responded half-heartedly, which I strongly criticize."
He continued, "Among the agenda items at the plenary session of the Presidential Committee on Local Autonomy held on the 23rd, the 'Application of Metropolitan City Standards and Expansion of Functions for Social Welfare Benefits' was approved as a system improvement, so the Ministry of Health and Welfare should take related measures as soon as possible."
