[Asia Economy Reporter Jongil Park] Following Lee Sung, Guro-gu Mayor, being elected as the chairman of the Seoul Metropolitan Council of District Mayors at the 161st regular meeting held on the 9th, Park Sung-soo, Songpa-gu Mayor, was elected as Secretary-General, and Lee Jung-hoon, Gangdong-gu Mayor, was elected as Auditor at the 163rd regular meeting held on the 23rd.
Additionally, the four vice-chairpersons by region were appointed as Kim Mi-kyung, Eunpyeong-gu Mayor (Northwest area), Oh Seung-rok, Nowon-gu Mayor (Northeast area), and Yoo Sung-hoon, Geumcheon-gu Mayor (Southwest area), while the Southeast area will be concurrently served by Park Sung-soo, Secretary-General (Songpa-gu Mayor).
The Seoul Metropolitan Council of District Mayors (Chairman Lee Sung, Guro-gu Mayor) held the 163rd regular meeting at 9 a.m. on the 23rd to discuss three agenda items and other joint issues.
In his opening remarks, Chairman Lee Sung emphasized, “We are going through a more severe period than ever due to the spread of the COVID-19 infectious disease,” and added, “Restoring the daily lives of citizens is the council’s top priority, and we will overcome this through close cooperation and communication.”
Presided over by Chairman Lee Sung, this first meeting was held as a non-face-to-face video conference due to the spread of COVID-19 and served as an opportunity to share the blueprint for the remaining one year of the 7th elected term, including ▲ the election of executives for the 4th year of the 7th term and ▲ the operational plan for the 4th year of the 7th term.
The operational plan for the 4th year of the 7th term included rich and practical proposals that align with the council’s identity and aim to strengthen substance and enhance external status, such as ▲ forming an advisory committee, ▲ establishing study groups, ▲ enacting a Local Autonomy Award, and ▲ promoting research projects to build an ESG-based local administration model.
They also gathered opinions on the urgent agenda item added regarding the promotion of the ‘Elementary School Enrollment Congratulatory Fund.’ As part of the ‘2021 Seoul Metropolitan Government-Autonomous District Welfare Grand Agreement T/F’ initiative, the council officially proposed to Seoul Metropolitan Government and Seoul Metropolitan Office of Education to expand the support target for enrollment preparation funds from the existing middle and high school students to elementary school students, aiming to reduce the burden on parents. They agreed to discuss overall policies including the funding sharing ratio and support methods.

The Seoul Metropolitan Council of District Mayors is an administrative consultative body operated to promote cooperation between Seoul’s autonomous districts and the Seoul Metropolitan Government, discuss and coordinate joint issues, express opinions and make recommendations on laws or policies affecting local autonomy, plan and promote local autonomy development policies, and collectively propose decisions made by local governments (autonomous districts) to the central government and Seoul Metropolitan Government for regional development.
