Yeongam County Council Publishes 30-Year 'Transformation History' Archive Book
Establishment of a Systematic Data Management System for Local Councils in the 1950s-1960s

[Yeongam=Asia Economy Honam Reporting Headquarters Reporter Seo Young-seo] The Yeongam County Council (Chairman Kang Chan-won) announced on the 22nd that it has officially launched a research project on the historical transition of the Yeongam County Council (Myeon Council) to establish a systematic management system for historical materials of local councils in commemoration of the 30th anniversary of the opening of local councils.
This year marks the 30th anniversary of the opening of local councils. Over the years, the county council has led many changes in the development of local government as a representative body of residents. To find future development plans for the council, there was a consensus on the need to produce a historical record that organizes and reflects on the past and present of the council, which led to this initiative.
Since the Local Autonomy Act was enacted and promulgated in 1949, local councils were formed and operated starting with the 1st Myeon Council in 1952, continuing through three terms until 1961. Based on this, the county council aims to establish a system for preserving the history of the county council by investigating and collecting various materials related to the Myeon Council.
The scope of the research project covers all 11 eup and myeon areas throughout Yeongam County spatially, and temporally from 1952 to 1961. The content scope includes understanding the composition status of local councils (Myeon Councils) and related materials, collecting diverse data such as the terms of Myeon council members, election-related materials, affiliated political parties, ages, and investigating social atmosphere and promotion processes related to the local elections at the time of the Myeon Council formation.
For this purpose, a total research period of three months has been set. In July, laws and preservation materials will be collected. In August, direct visits will be made to the National Archives, National Assembly Library, media companies, and local council-related publications to collect period materials from around 1950. Based on this, the final analysis and organization of materials will be completed by September.
Chairman Kang Chan-won said, “Finding the history of the Yeongam County Council is of utmost importance. As historians say that humanity’s advancement to the current level of civilization was possible because records existed, we promise to create a more mature image of the council through the production of this historical record of the county council’s transition and to actively work for regional development and improving the quality of life of county residents.”

Meanwhile, the Yeongam County Myeon Council operated through the 1st term (election date April 25, 1952 / term 1952?1956), 2nd term (election date August 8, 1956 / term 1956?1960), and 3rd term (election date December 19, 1960 / term 1960?1961). The 11 Myeon Councils consisted of 140 members in total: Yeongam (14), Deokjin (12), Geumjeong (14), Sinbuk (13), Sijong (13), Dopo (12), Gunseo (13), Seoho (12), Haksan (12), Miam (12), and Samho (13), carrying out legislative activities.
