"Full-scale Implementation of the Autonomous Police System... Enhancing Public Safety and Convenience"
[Asia Economy Reporter Lee Ji-eun] President Moon Jae-in stated on the 1st, "The autonomous police system will be fully implemented for the first time in 76 years since the establishment of the police," expressing expectations that dispersing police authority and strengthening democratic control will enhance public safety and convenience.
President Moon said through social networking services (SNS) on the same day, "The autonomous police system is an important part of the power institution reform efforts that our government has prioritized."
He explained, "Now, the police system has changed to a three-tier structure consisting of the National Police, the National Investigation Headquarters, and the Autonomous Police," adding, "Dispersing police authority and strengthening democratic control, while also increasing field presence and community closeness in public security, ultimately aims to protect the safety of the people and improve their convenience."
President Moon emphasized that the autonomous police system is already implemented in major advanced countries and highlighted the significance of shifting the public security paradigm from the national to the local level. He anticipated that the City and Province Autonomous Police Committees will direct and supervise autonomous police affairs, enabling differentiated public security services tailored to local residents' needs and regional circumstances.
He stated, "Crimes such as domestic violence and child abuse will be prevented, vulnerable groups protected, and region-specific, community-based public security in areas like daily safety, traffic, and security will be strengthened," adding, "If implemented competitively by region and successful cases spread, the quality of public security for citizens' livelihoods will be significantly improved."
He continued, "It will take time for the new system to be fully established," and urged, "Relevant organizations must closely cooperate to quickly resolve any confusion or concerns that may arise in the early stages of implementation and ensure the system is firmly rooted in the field."

President Moon also said, "The government will actively support the autonomous police system to take firm root and improve the quality of life for local residents," and added, "I hope local residents regard it as the police we operate and actively utilize it."
