Goyang City Creates 'Circular Housing' for Relocated Residents from Development Projects... A Nationwide First Case
Construction of 'Goyang-type Rental Housing' with 2 Basement Floors and 8 Above-Ground Floors... To Be Used as Circular Housing
[Asia Economy Reporter La Young-cheol] Goyang City in Gyeonggi Province is the first local government in the country to create 'circular housing,' a type of rental housing available for residents displaced by development projects.
On the 28th, Goyang City announced, "The 'Ordinance on the Supply and Operation of Goyang City Circular Housing' was passed at the 255th 1st regular session."
Circular housing refers to temporary residences for displaced residents caused by various development projects, utilizing some of the rental and social housing within Goyang City.
About 30 years have passed since the completion of Ilsan 1st New Town in 1992, and many areas in Goyang City have become aged.
The city expects that approximately 8,300 households will be displaced by 2026 due to development projects such as apartment remodeling, redevelopment, reconstruction, and small-scale housing maintenance projects.
The city stated, "This ordinance was enacted to provide displaced residents with secure housing spaces even during development projects."
The ordinance includes ▲ the mayor’s responsibilities regarding the designation, supply, and operation of circular housing ▲ the inclusion of circular housing matters in the relocation plans prepared by developers.
Eligible residents are displaced persons who require alternative housing due to unavoidable reasons caused by various development projects and are actual owners or tenants residing in the development project area. Among them, low-income households are given priority.
The residence period lasts from the time of moving into the circular housing until the completion of the development project. Residents must vacate the circular housing once the development project is finished.
The city is also promoting the construction of 'Goyang-type rental housing' to be used as circular housing.
The 'Goyang-type rental housing,' to be built in Todang-dong, Deogyang-gu by 2024, will be an eight-story building above ground with two basement levels, providing about 120 residential units along with community facilities and a public parking lot.
About 23 billion KRW will be invested in the 'Goyang-type rental housing' project, which will begin construction next year and will be commissioned to the Goyang Urban Management Corporation for construction and operation.

Last December, the city signed a land sale contract and completed ownership transfer for three parcels. The remaining four parcels are planned to have ownership transferred within this year.
