Ruling Party Leadership Caught in Dilemma... Even the Compromise Plan on Comprehensive Real Estate Tax Fails (Comprehensive)
[Asia Economy Reporter Lim Chun-han] The leadership of the Democratic Party of Korea (DPK) has found itself in a dilemma over the comprehensive real estate tax issue. Although a compromise plan was prepared to appease the hardliners within the party who oppose tax cuts for the wealthy, even that plan has fallen through, leaving the leadership cornered.
Yoo Dong-soo, a DPK lawmaker and secretary of the Real Estate Special Committee, stated after a closed-door Supreme Council meeting on the afternoon of the 16th, "(The amendment) was excluded after review because it caused a reversal in the property value for homeowners with houses worth 1 to 1.1 billion won."
The DPK leadership decided to present the existing special committee proposal at the policy lawmakers' meeting scheduled for the 18th. The plan sets the comprehensive real estate tax imposition target for single-home households at the top 2% by publicly announced property value. Since this proposal was once rejected at the party meeting on the 27th of last month, intense controversy between supporters and opponents is expected.
Earlier, 63 DPK lawmakers collectively submitted a letter to Yoon Ho-jung, the DPK floor leader, expressing opposition to the easing of the comprehensive real estate tax. The DPK leadership initially intended to present the special committee proposal at the party meeting and persuade the opposition as much as possible to secure party consensus.
Kim Jin-pyo, a DPK lawmaker and chairman of the Real Estate Special Committee, plans to personally present the tax adjustment plan at the party meeting. The strategy is to prove with concrete figures that the adjustment plan does not constitute a tax cut for the wealthy. In particular, he will emphasize that the proposed comprehensive real estate tax adjustment applies only to single-home households, arguing that it does not conflict with the policy goals of "eradicating speculative demand and protecting genuine buyers."
It is also reported that a representative lawmaker from the opposition will present arguments for maintaining the current comprehensive real estate tax system. Due to this, concerns are rising that the party meeting will only see a tense standoff without reaching a conclusion, increasing discord.

Ko Yong-jin, the DPK chief spokesperson, said, "At the party meeting, opinions for and against will be fairly solicited and discussed," adding, "If consensus is not reached, the decision may be delegated to the leadership or, if necessary, a vote may be conducted."
