Seoul City Officials Union "Welcome the Passage of Oh Se-hoon’s Organizational Reform Plan, Commend the City Council’s Magnanimous Decision"
[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Government Employees' Union on the 15th expressed its position welcoming the Seoul City Council's plenary session approval of the 'Oh Se-hoon organizational restructuring plan.'
On the 16th, the union stated in a press release, "Mayor Oh's first organizational restructuring plan passed through the Planning and Economy Committee and the plenary session, allowing the overall city administration, including the second half promotion personnel, to enter a normal track," expressing this view.
The City Council held a plenary session the previous afternoon and approved Mayor Oh's organizational restructuring plan, which had faced ups and downs due to internal disagreements within the council and the occurrence of COVID-19 confirmed cases.
The union evaluated that the restructuring plan emphasized the stable operation of the organization, saying, "Although the timing is somewhat late, we hope that the schedule will be tightened as much as possible from the promotion of grade 3 to the promotion below grade 6 and proceed with a sense of speed."
Mayor Oh's first organizational restructuring plan includes expanding and reorganizing the 'Housing and Architecture Headquarters' into the Housing Policy Office, and integrating the 'Urban Regeneration Office' and the 'Regional Development Headquarters' into the Balanced Development Headquarters. It converts the Seoul Democracy Committee, a deliberative administrative body, into an advisory body and establishes a new Citizen Cooperation Bureau by integrating and reorganizing the 'Seoul Innovation Planning Officer.'
The union particularly focused on the organizational restructuring that strengthens support for the youth generation and expands the COVID-19 response organization. Seoul City plans to expand the COVID-19 Response Support Team into the COVID-19 Response Support Division and establish a 'Vaccine Vaccination Support Team' in preparation for vaccination of the general public.

The union mentioned, "The plan to upgrade and newly establish the 'Youth Agency' (grade 4) as the Future Youth Planning Group (grades 3 and 4) to strengthen support for the underprivileged youth generation facing housing and economic difficulties draws attention," adding, "We expect practical and essential youth policies to be implemented with a sense of speed."
