Tourism Infrastructure Specialized in 'Nightscape' Around Hapcheonho Lake to Be Developed
No Comprehensive Development Master Plan for Hapcheonho, Hindering Long-Term Systematic Development

[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] Hapcheon-gun, Gyeongnam Province, announced on the 8th that it held the ‘Final Report Meeting on the Establishment of the Basic Plan for Comprehensive Development of Hapcheon Lake’ at the small conference room of the county office on the 7th.
Although Hapcheon Dam has been completed for over 30 years, there was no basic plan for the comprehensive development of Hapcheon Lake, so in 2019, comprehensive development consulting for Hapcheon Lake was conducted. Subsequently, in February 2020, the project to establish the basic plan for comprehensive development of Hapcheon Lake began.
This project was implemented to induce long-term and systematic development of Hapcheon Lake.
The project scope covers 237㎦ across 35 administrative districts in 6 eup and myeon around Hapcheon Lake. The main projects include selecting development target sites around Hapcheon Lake, creating an approximately 100km ecological trail around the entire Hapcheon Lake, and establishing tourism infrastructure linked to the ecological trail.
First, the selection of development target sites around Hapcheon Lake considered priority conservation areas and land use zones within the Hapcheon Lake surrounding area, where development restrictions are significant. Based on this, 17 districts with development potential were selected. Administrative procedures to establish county management plans are underway for 11 of these 17 districts.
Additionally, the ecological trail was planned into cultural landscape sections, waterfront landscape sections, and forest landscape sections. The cultural landscape section is centered on Daebyeong-myeon in the south and spans 32km. The waterfront landscape section extends 29km from Sulgok-ri, Bongsan-myeon in the west, to Saeteo tourist site. The forest landscape section connects 31km from Songnim-ri, Bongsan-myeon in the east, through Gyesan-ri, Bongsan-myeon, to Jukjuk-ri, Yongju-myeon.
In particular, the tourism infrastructure development plans five core items: branding of Hapcheon Lake, activation of Hapcheon Lake IC on the Hamyang-Ulsan Expressway, operation of amphibious buses, nightscape specialization, and a floating solar power project. In addition, there are 12 other unit projects.
The total project cost is 413.1 billion KRW. Development of target sites requires 48.1 billion KRW, ecological trail construction costs 33 billion KRW, and tourism infrastructure development requires 290.7 billion KRW.
The county has completed two MOUs with K-water in 2019 and 2021 to ensure that this plan is not just a plan but is executed for the comprehensive development of Hapcheon Lake. Since March, a ‘Hapcheon Lake Comprehensive Development Task Force’ composed of 10 departments from three organizations including the county and K-water has been operating.
At the report meeting, County Governor Moon Jun-hee and department heads all attended to listen to the project results and deeply discuss future promotion plans.
