Gangseo-gu, 25% Reduction on 2021 Road Occupancy Fees Regular Payment
Issuance of Bills with 25% Reduction for All Private Businesses and Individuals Including Small Business Owners Without Separate Application Procedure
[Asia Economy Reporter Jongil Park] Gangseo-gu, Seoul (Mayor Noh Hyun-song) is promoting a reduction in road occupancy fees again this year to help local small business owners and other private operators who are struggling due to COVID-19.
Road occupancy fees are charges imposed on those who occupy or use part of public roads with permission for purposes such as building occupancy, access, or storage of construction materials.
The district decided to reduce the regular road occupancy fees by 25% this year to alleviate the difficulties residents are experiencing due to the prolonged COVID-19 situation and to revitalize the stagnant local economy.
The reduction applies to all private operators and individuals, including small business owners facing economic difficulties due to the impact of COVID-19. Public institutions, local public enterprises, and public facilities (such as electricity, telecommunications, and gas facility operators) are excluded from the reduction.
The reduction applies to regular road occupancy fees; occasional fees and penalties are not eligible. However, for occasional fees imposed from January to June this year, if the occupancy period is one year or longer, a 25% reduction will be applied for that period.
A notice with a 25% reduction will be sent to business operators and individuals when the 2021 regular road occupancy fees are billed, without any separate application process. For fees already paid, the reduced amount will be refunded.
Approximately 1,500 small business owners and private operators are eligible for the road occupancy fee reduction, and this measure is expected to reduce the total burden by about 572 million KRW.
A district official said, “Small business owners and operators are facing many difficulties due to reduced consumer activity caused by the prolonged COVID-19 pandemic. We hope this road occupancy fee reduction will provide practical help to local small business owners.”
Meanwhile, last year, the district reduced road occupancy fees for a total of 1,125 cases amounting to about 530 million KRW.
