Appointment of Committee Members and Plaque Ceremony on the 25th, Providing Resident-Friendly Public Safety Services
[Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] The Jeollanam-do Autonomous Police Committee officially launched on the 25th by appointing seven members.
On the morning of the same day, the Jeollanam-do Autonomous Police Committee held an appointment ceremony and plaque unveiling ceremony for the autonomous police committee members at the Wangin Room of the provincial government office, announcing that Professor Cho Manhyung of the Department of Police Administration at Dongshin University was selected as the inaugural chairman.
The members appointed were Seo Chaesu, Secretary General of the Jeonnam Gyeonguhoe, Professor Kim Yonggeun of the Department of Police Administration at Dongshin University, Professor Kim Munho of the Department of Police Administration at Honam University, lawyer Kang Haengok, Yoo Sukyoung, director of the Suncheon Women’s Counseling Center, and Baek Hyewoong, former head of the Life Safety Division at the Jeonnam Police Agency.
The appointment ceremony included the presentation of appointment letters to the members in the presence of guests, congratulatory speeches by the guests, and commemorative photo sessions, followed by the plaque unveiling ceremony for the committee.
The launch ceremony was attended by Governor Kim Youngrok, Kim Suneun, Chairperson of the Presidential Committee on Autonomy and Decentralization, Commissioner Kim Changryong of the National Police Agency, Kim Hanjong, Chairperson of the Provincial Council, and Kim Jaegyu, Chief of the Jeonnam Police Agency, who all extended their congratulations.
Governor Kim Youngrok said, “I hope that through the linkage of local administration and police administration, the Jeonnam autonomous police will be well operated according to the local conditions and characteristics, providing an opportunity for the residents’ security services to take a leap forward,” and urged smooth communication and cooperation among related organizations for the early settlement of autonomous police.
Commissioner Kim Changryong of the National Police Agency conveyed a message saying, “I consider it meaningful to accompany the Jeonnam residents through the launch of the Jeonnam Autonomous Police Committee, and I hope Chairman Cho Manhyung and all members will listen to the voices of the residents and provide security services that can be tangibly felt.”
Chairman Cho Manhyung of the Jeonnam Autonomous Police Committee expressed his thoughts, saying, “I feel a heavy responsibility,” and added, “I will make every effort to minimize trial and error by making good use of the one-month pilot operation period and provide resident-centered security services unique to Jeonnam Province.”
The committee, as a consensus-based administrative body under the governor, will perform tasks such as deliberation and resolution of major policies related to autonomous police affairs including life safety, women and youth, traffic, and regional security; auditing autonomous police affairs and reviewing grievances; and coordinating affairs with the National Police Agency. After a pilot operation until the end of June, it will be fully implemented from July 1.

Meanwhile, the recommended candidates for the Jeonnam Autonomous Police Committee included two professors from the same university and department, only one woman, three former police officers, and some candidates’ past records surfaced, which sparked strong opposition from local councils and civic groups, but all were appointed as is.
