Breach of Publishing Contract, Responding with Transparent Distribution System
Foundation is Standard Contract, Content Dispute Mediation System, and Integrated Publishing Distribution Network
The Ministry of Culture, Sports and Tourism recently announced on the 13th that it will create a stable contract environment in the publishing sector in response to Ajac, a science fiction (SF) specialized publisher, failing to pay royalties and contract fees to authors such as Jang Kang-myeong on time. The ministry plans to establish a transparent distribution system by promoting the spread of standard contracts in publishing, expanding the use of the content dispute mediation system, and successfully settling the integrated publishing distribution information system.
The ministry expects that the integrated publishing distribution information system, scheduled to be established in September, will encourage transparent settlements between authors and publishers. This is because it will comprehensively collect and manage information on book production, distribution, and sales. To ensure rapid adoption, the ministry will proactively educate related organizations such as publishers on how to use the system and link the application procedures for government support projects, including e-book production.

The ministry will also promote the use of the Content Dispute Mediation Committee, which mediates disputes among content providers. A consultation window related to contract violations will be set up at the Korea Publication Industry Promotion Agency to provide legal counseling and other support. Additionally, to help creators accurately understand their rights regarding secondary works and other issues, the ministry will jointly promote education on standard contracts specialized for creators with the Korea Arts & Culture Education Service. Previously, the ministry had made the use of standard contracts a requirement for applying for government support projects to encourage their spread.
