Sancheong-gun, 1st Supplementary Budget of 520.7 Billion Won Prepared ... Submitted to County Council
Increased by 19.5 Billion Won Compared to Original Budget... Including Living Condition Renovations
[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] Sancheong-gun, Gyeongnam announced on the 30th that it has prepared a supplementary budget for the first additional budget of this year, increasing by 19.5 billion KRW (3.88%) to a total budget of 520.7 billion KRW, and submitted it to the county council.
This supplementary budget is a 'stimulus budget' aimed at overcoming and recovering from the novel coronavirus infection (COVID-19), focusing on expanding economic growth engines after COVID-19 and supporting the stabilization of residents' lives.
In particular, about 34 billion KRW in budget was concentrated on economic stimulus projects, including an increase in revenue of 19.5 billion KRW from national and provincial subsidies and net surplus, and 14 billion KRW secured through contingency funds and restructuring of expenditure budgets.
The main expenditure budget includes 15.2 billion KRW for national and provincial subsidy projects and 18.8 billion KRW for self-funded projects.
Specifically, it reflects budgets for new public contest projects such as ▲ 3.7 billion KRW for the improvement project of vulnerable living conditions in Cheokji Village and Gusa Village ▲ 1.1 billion KRW for the Gyeonghogang Baekri-gil bicycle road project ▲ 3.5 billion KRW for the smart complex rest area project.
Additionally, by securing 1.1 billion KRW in local allocation tax and 3 billion KRW in special adjustment grants from Gyeongnam Province, the budget was prepared for regional pending projects such as the road widening and extension construction between Soduncheol and Galjeon, undergrounding of power lines in Namsa Yedamchon, construction of Yurim Hall, and alignment improvement of the entrance road to Donguibogam Village.
For self-funded projects, 2.5 billion KRW was prioritized for small-scale resident convenience projects to resolve inconveniences in residents' lives and revitalize the local construction economy.
In the agricultural sector, 3.2 billion KRW in local subsidies for projects such as increasing agricultural income, 1.1 billion KRW for public work to expand local jobs, 2 billion KRW for mid- to long-term regional development projects such as land development, and 1.3 billion KRW for water supply and sewage expansion projects were allocated.
Despite the downward trend in the allocation of central government funds such as national and provincial subsidies due to internal and external economic downturn factors, Sancheong-gun has focused all administrative efforts on applying for various public contest projects from central ministries and Gyeongnam Province and securing national and provincial budgets to solve local pending projects.
A county official stated, "This supplementary budget boldly reduced underperforming projects delayed due to compensation negotiations among investment projects included in the main budget," and added, "In particular, it was reorganized into projects that can be executed within the year to maximize the efficiency of budget management and promote the revitalization of the local economy."

Meanwhile, the first supplementary budget for 2021 submitted by Sancheong-gun is scheduled to be finalized after deliberation and resolution at the 274th extraordinary session of the Sancheong-gun Council, held from May 6 to May 14.
