Budget Scale of 2 Billion KRW for Resident Life Areas Including Welfare Economy, Education Culture, Health Safety, and Urban Environment... 700 Million KRW for Dong Unit, 1.3 Billion KRW for Gu Unit... Project Proposals Accepted Until May 14
[Asia Economy Reporter Park Jong-il] Seongbuk-gu (Mayor Lee Seung-ro) is conducting a call for proposals for the 2021 Seongbuk-gu Resident Participatory Budget Projects, accepting applications until May 14.
The 'Resident Participatory Budget System' is a system where residents directly participate in the entire process from proposing budget projects to reviewing and deciding, enhancing residents' awareness of their rights and the transparency of financial management.
Last year, Seongbuk-gu also held a call for project proposals and allocated a resident participatory budget to 66 projects totaling 1.79 billion KRW.
This year's budget size is a total of 2 billion KRW, with 1.3 billion KRW allocated to district-level projects that solve and improve overall district issues, and 700 million KRW allocated to neighborhood-level projects mainly focused on local community projects.
Eligible fields for submission include all areas closely related to residents' lives such as welfare economy, education and culture, health and safety, and urban environment. However, general projects exceeding 200 million KRW, one-time events with budgets exceeding 5 million KRW, projects investing budget in private property, projects requesting budget based on support for specific organizations, ongoing projects rather than single-year projects, and simple complaint-type projects are excluded from the Resident Participatory Budget System.
Anyone, including Seongbuk-gu residents, workers, students, and organizations located in Seongbuk-gu, can participate in this call. Those wishing to propose projects can apply through the Resident Participatory Budget - Project Proposal page on the Seongbuk-gu website or send their applications by mail to the Autonomous Administration Division of the district office.
Applications can also be submitted by visiting the district office or neighborhood community centers in person.
Submitted projects will be reviewed by the relevant departments and classified as eligible or ineligible. Eligible projects will be subject to on-site inspections by the Resident Participatory Budget Committee and Resident Autonomy Committee members and then presented at the residents' general assembly.
Subsequently, resident voting (e-voting) and residents' general assembly voting will be conducted, and the projects finally selected will be included in next year's Seongbuk-gu Resident Participatory Budget.

Lee Seung-ro, Mayor of Seongbuk-gu, said, "We ask for your great interest and active participation so that projects directly proposed by residents who know local issues best can be reflected in the budget," adding, "We will seek various ways to ensure residents' opinions are more incorporated into the budget formulation process."
